INTERSECTION IMPROVEMENTS

Sealed proposals will be received for the Minnesota Avenue – MO Route 74 Intersection
Improvements project through the City’s E-Procurement system until Tuesday April 9th, 2024 at
10:00 AM, local time.
The improvements consist of:
The improvements consist of removal of existing curbs, sidewalk, and street
pavement, clearing and grubbing as needed within the project limits, site
preparation and grading, storm sewer construction, aggregate surfacing, concrete
street and sidewalk paving, concrete traffic barrier, chain link fencing, light pole
relocation, site restoration and other related improvements as indicated on the
Project Plans or within the Project Documents prepared by Koehler Engineering and
Land Surveying, Inc. and dated March 15, 2024, for the Construction of a new
intersection of Minnesota Avenue with Missouri Route 74.
Proposals will be publicly opened and read aloud on Tuesday April the 9th, 2024 at 10:00 AM,
local time in the Hub Conference Room in City Hall at 44 N Lorimier St. A certified or cashier's
check, or bid bond executed by the bidder and an approved Surety Company, in the amount of
five (5%) percent of the bid shall be submitted with each Proposal. The sample Bid Bond Form
included in the Proposal Documents may be utilized, or another form providing all information
indicated on the document in the bid proposal package may be utilized.
All questions concerning the project shall be submitted in writing to the City of Cape Girardeau
Project Manager, Tim Richmond, PE, by 12:00 Noon, Friday April the 5th, 2024. A mandatory
pre-bid conference will be held at Wednesday, April the 3rd, 2024, at 10:00 A.M., in the Port
Conference Room in City Hall at 44 N Lorimier St, Cape Girardeau.
The City of Cape Girardeau hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, businesses owned and controlled by
socially and economically disadvantaged individuals will be afforded full opportunity to submit
bids in response to this invitation and will not be discriminated against on the grounds of race,
color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.
The prime contractor must go through MoDOT pre-qualification process and be on the MoDOT

approved contractor listing. The prime contractor must have a fully responsive contractor
questionnaire on file with the Missouri Highways and Transportation Commission (MHTC) at
least seven (7) days prior to the date and hour of the bid opening (See Section 102.2 of the
Missouri Standard Specifications for Highway Construction). The prime contractor on a project
must perform, with its own staff, contract work amounting to NOT less than 30% of the total
original contract price.
The project will be awarded to the lowest, responsive, responsible bidder. The Owner reserves
the right to waive all informalities, with MoDOT concurrence, not involving price, time or
changes in work and to negotiate contract terms with the Successful Bidder.

obtained from the City’s website at: www.cityofcape.org/bids
All wages paid for work under this Contract shall comply with requirements of the prevailing
wage law of the State of Missouri, Sec. 290.210 through 290.340, R.S. Mo 1978, as amended.
Pursuant to 285.530 R.S. Mo, the bidder must affirm its enrollment and participation in a federal
work authorization program with respect to the employees proposed to work in connection with
the services requested herein. Additionally, pursuant to 292.675, R.S. Mo, the bidder is informed
that all contractors or subcontractors doing work on this project to provide, and require its on-
site employees to complete, a ten (10) hour course in construction safety and health approved
by the Occupational Safety and Health Administration (“OSHA”) or similar program.
