Separate sealed bids for the Route 58 Widening and 173rd Street Extension, to serve the City of Belton shall be
received by the Public Works Director at the Administrative Building of the City of Belton Public Works Facility
located at 700 Seabee Road, Belton, MO 64012 until 10:00 A.M., local time, on November 15, 2023 at which
time bidding will be closed. All bids will be opened and read aloud. A late bid packet is one received after
10:00 A.M., local time, at the time and place of the opening as stated. The decision as to the correct time for the
openings shall be made by the Public Works Director of the City of Belton and that decision shall be final. Bids
received after the deadline date and time will be returned unopened. It shall be the responsibility of those
submitting a bid to assure themselves that their bid has been received by the City of Belton. The project will be
awarded to the lowest, responsive, responsible bidder after the bid opening.
The proposed work includes:
Constructing new storm sewer, installing and removing traffic signals, replacing concrete driveways, sidewalk
and curb, paving, striping, signing, earthwork and landscape restoration.
Plans and specifications can be viewed or purchased on-line at www.drexeltech.com in their eDistribution plan
room, additional assistance is available at distribution@drexeltech.com. Information regarding this project can
be found under the “Public Jobs” link on the website. Prospective bidders desiring the Contract Documents for
use in preparing bids shall obtain a set of such documents from Drexel Technologies, 10840 West 86th Street,
Lenexa, KS 66214, telephone number is 913-371-4430, upon payment of $50.00 (Fifty Dollars), which is non-
refundable. Checks shall be sent to Drexel’s office, but made payable to the City of Belton. Any questions
regarding the project, plans, specifications, or bid documents should be directed to the City of Belton at (816)
892-1267.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing
hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and
Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.
The City of Belton hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged
individuals will be afforded full opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in
consideration for an award.
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard
Specifications for Highway Construction, 2023, including all revisions. The contractor questionnaire must be on
file 7 days prior to bid opening. No Bidder may withdraw their bid within 60 days after the actual date of the
bid opening.
The DBE (Disadvantaged Business Enterprise) contract goal for the amount of work to be awarded for the
Route 58 Widening and 173rd Street Extension is 6% of the total federal project price. The bidder shall also
complete the DBE Identification Submittal forms for the project in accordance with the General Provisions.
Missouri Law, 292.675 RSMO, requires any awarded contractor and its subcontractor(s) to provide a ten-hour
Occupational Safety and Health Administration (OSHA) Construction Safety Program for their on-site
employees.
