CALL FOR SEALED BIDS AND PROPOSALS
Cowlitz County Public Works - Sign Materials
For a Period of January 1, 2024 through December 31, 2024
Sealed bids will be received at the office of the Board of County Commissioners of Cowlitz County,
Washington, Attention: Clerk of the Board, County Administration Building, 207 Fourth Avenue North,
Kelso, Washington 98626, prior to 11:00 o'clock a.m., the 19th day of December, 2023, for furnishing sign
materials for a period of January 1, 2024 through December 31, 2024.
ALL BIDS MUST BE SUBMITTED ON THE ATTACHED PROPOSAL FORMS. The outside of the envelope
must have the following information:

County offices are not open for mail or other deliveries on weekends, County holidays, or inclement
weather closures. The County assumes no responsibility either for delays in USPS mail or County
interoffice mail services, or for bids delivered to County offices or personnel other than to the specified
office and personnel. Bids received after the date and time stated in this call for bids will not be accepted
and will be returned unopened to Bidder. There will be no exceptions or waivers of this requirement.
RCW 39.34 allows cooperative purchasing between public agencies in the State of Washington. Other
public entities (cities, school districts, and so forth), which have filed an interlocal cooperative joint
purchasing agreement with the County may elect to purchase sign materials from the vendor based on the
terms and conditions of this agreement, subject to vendor's consent.
Firm prices are solicited for sign materials listed below. Cowlitz County will accept no additional charges
including, but not limited to freight, fuel surcharges and other charges. This includes bulk orders
processed by the vendor and drop shipped to the County. No maximum nor minimum quantities are
specified. The County does not guarantee to purchase any specific quantity and will not expect the
suppliers to furnish or stockpile any specific quantities or products. Actual purchases will be made as
needed by said County, based upon the following conditions:
1. The type of material available at the supplier's plant when needed;
2. Quality of products available;
3. The distance to the point of use by the County; and
4. Satisfactory service by suppliers,
all of which will be determined by the Engineer.

Prices will be held firm for the contract period. This is to be considered an open-ended bid, inasmuch as
the materials will be purchased against this bid for the period of January 1, 2024 through December 31,
2024. This contract may be renewed for two (2) additional one-year periods subject to a price adjustment
effective January 1st of each renewal year. Prices will adjust based on the percentage change in the
Consumer Price Index, for all Urban Users, published by the US Department of Labor for the monthly
average for all items in U.S. cities, Series CUUR0000SA0, not seasonally adjusted, from September of the
previous year to September of the current year. Either the bidder or the County may cancel automatic
renewal of the contract by submitting written notice to the other party at the address of record such that
it is evidenced as being received no later than November 15th of each year.
It is the sole responsibility of the Bidder to obtain Addenda, if any. Addenda information will be available
on Cowlitz County Department of Public Works internet website. Cowlitz County accepts no responsibility
or liability and will provide no accommodation to bidders who fail to check for addenda and thereby
submit inadequate or incomplete responses.
All documents received in response to this invitation to bid will become a matter of public record and
subject to the Washington Public Disclosure Act under Chapter 42.56 RCW.
Payment for purchases will be made according to State Statute, in the month following use of materials,
providing a properly detailed invoice has been furnished.
The bid will be awarded by individual section to the lowest cost qualified bidder for each section of sign
materials. A bidder is qualified to be awarded a section if they submit a bid and thereby indicate that they
are able to supply at least 90 percent of the total quantity of products in that section. All bidders will be
notified of the bid results and the County’s intention to purchase materials during the period specified.

COWLITZ COUNTY PUBLIC WORKS - SIGN MATERIALS
SPECIFICATIONS AND PROVISIONS
1. All sign materials ordered hereunder shall be delivered by the vendor to the Kelso Sign Shop
located at 2215 Talley Way, Kelso, WA 98626. The unit prices stated in the bid shall include the
cost of such delivery. No additional costs such as freight, surcharges, service charges, etc. may be
added to invoices or in any manner affect the costs of materials outside of the unit prices bid.
2. Vendor must bid at least 90 percent of the total quantity of a section to be a qualified bidder for
award of that section. Vendor shall bid and supply materials as specified within the bid request
unless specifically noted that an alternate is being quoted. The alternate must be identified by
manufacturer name, product number and any other information that is necessary to determine
suitability. Alternates will be reviewed and accepted or rejected at the discretion of the County.
Rejection of an alternate product will be considered in the 90 percent qualification determination
the same as a “no-bid”.
4. The County will order products as they are needed. Quantities stated within the bid are based on
estimates and are not binding. Vendor shall bill the County as products are purchased. The
County shall make payment according to its customary payment schedule.
5. Vendor warrants that all sign materials and other items delivered hereunder shall be free from
defects in material and workmanship, shall conform to all applicable specifications and shall be fit
for the County's intended use in road signage. Upon being notified that any item delivered
hereunder fails to comply with the foregoing warranty, Vendor shall promptly repair or replace the
defective item(s) to the County's satisfaction. No acceptance of, use of, or payment for such
item(s) shall be deemed to constitute acceptance of any defect(s) nor release Vendor from its
obligations under its warranty.
BID PROPOSAL
The bid proposal must be submitted on the form supplied by the County as an attachment to this Call
for Bids, and the Bidder shall be bound by all terms and conditions contained therein.
