Deliveries shall be F.O.B Destination.
Prior to award the Iowa DOT may require samples to be tested and evaluate quality and/or compliance with proposal requirements.
Responders shall furnish any requested information within three (3) working days after notification from the purchasing agent.
Contract Award
All items are tied. All items must be bid to be eligible to win award.
Contract Award
It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule.
Please provide tiered pricing, volume pricing, case quantities or minimum orders as applicable.
Purchase Order
One purchase order will be issued for all quantities listed on this solicitation. Contract pricing to be established for additional orders until 4/30/25.

May 20, 2024-April 30, 2025
Contract Award
The Contractor will be awarded a contract just shy of one (1) year contract with an option to renew for five (5) additional years in twelve (12) month increments.
Initial purchase order will require delivery no later than 60 calendar days from receipt of purchase order. Communication between the apparent low bidder and the Iowa DOT regarding delivery dates will be crucial.

Specifications
For
Bolts and Hex Nuts for Grader and Snowplow Blades
Bolts for grader blades, and snowplows blades shall be of the size, length, thread and type head specified.
The dimensions shall conform to the Iowa Department of Transportation standard requirements (illustrated
in the attached diagram).
Bolts shall be domed No. 3, head plow bolts, 80, round countersunk, square neck, having a minimum
tensile strength of 150,000 psi or greater and meeting the requirements ASME B18.9 and the Mechanical
and Materials requirements of SAE J 429, Grade 8, plain finish. Threads shall conform to the dimensions
for coarse UNC threads with Class 2A tolerance.
Nuts shall be heavy hex meeting the requirements of ANSI/ASME B18.2.2. Threads shall conform to the
dimensions for coarse UNC threads with Class 2B tolerance, plain finish. The Chemical and Mechanical
requirements shall conform to ASTM A563 Grade DH.
Packaging
Bolts and nuts for Grader and Snowplow Blades shall be packaged together twenty-five (25) each per box.
Fastener Acceptance
Manufacturers of bolts and nuts shall supply a Manufacturer Certified Test Report for each shipment of
fastener components. Report shall represent individual lots. Bolt and nut production lots shall include a
complete mill test report (Physical and Chemical Analysis) for that lot.
Bolts and nuts (fasteners) will not be limited to a U.S.A. Manufacturer. Non-domestic
manufacturers will be accepted if they meet all the SAE requirements listed in this proposal.
All bolts and nuts shall be marked with a symbol identifying the manufacturer as required by ASTM
specifications. The supplier shall include certification documents and the symbol and address of
each manufacturer of all bolts and nuts supplied for this proposal.
Bolts and nuts will be sampled and tested at random on a lot by lot basis by the Iowa Department of
Transportation.
Rejection
Materials that fail to conform to the requirements of this specification shall be rejected.
Product Marking
All bolts heads shall be marked with a unique identifier. Marking shall be either raised or depressed. The
North American Manufacture Identification Markings for fasteners listed in the May 1988 IFI-122 Technical
Information Report from the Industrial Fastener Institute of Cleveland, OH will be the resource reference.
