The City of Groveport, OH is soliciting proposals from qualified firms for professional services to develop a targeted plan for future commercial, industrial and residential growth within Service "Area C", as defined by the City's Sanitary Sewer Service Agreement with the City of Columbus, OH. The plan will help guide decision-making in regards to future development, diversification of the City's economic base, annexation, capital improvements, marketing and business recruitment, and support for affordable housing, including multi-family development.

Project should include, but may not be limited to the following activities:

  1. Survey existing conditions that could either support or impede development within the target area. These conditions may include topographical, geotechnical and/or hydrologic conditions, existing infrastructure, availability of workforce, school system.
  2. Analyze major developments within the central Ohio region that could create new development opportunities for the City.
  3. Examine current and future development in and around Rickenbacker Airport, including, but not limited to, plans for airport expansion, continued extension of Rickenbacker Parkway, and improvements to Alum Creek Drive.
  4. Review City's zoning ordinance, including existing development standards and the City's 2004 Comprehensive Plan and future land-use plans.
  5. Assess the City's industrial and commercial growth and development since the mid-1990's and develop concepts for potential diversification with future development (i.e. research and development, advanced manufacturing, etc.).
  6. Provide suggestions for highest and best use for limited available land within Area C.
  7. Conduct a cost/benefit analysis of development within Area C, considering cost of infrastructure, potential income tax revenue, incentives, and revenue sharing requirements.
  8. Suggest alternatives to Community Reinvestment Area tax abatements that allow for revenue sharing with City of Columbus and Groveport Madison Schools, but provide sufficient revenue for the City.
