Summary

The purpose of this Project and associated RFP is to create policies and standards to accommodate by-right construction and to provide more options for developers and homeowners in the City of Fort Worth, with the end goal of producing additional housing. The Project will focus on creation of new Zoning Ordinance language addressing mixed residential or 'missing middle' developments and accessory dwelling units. 'Missing middle' describes a set of residential building types that exist in the middle of the continuum between detached single-family houses and large apartment buildings. Such midsized, often moderately priced dwellings are referred to as 'missing' because very few have been built in the United States since the early 1940's. The shortage is largely due to zoning constraints, the shift to car-centric patterns of development, and the challenges of financing multi-unit dwellings.

Any questions regarding this RFP should be sent to Jesus Fernandez at fmspurchasingresponses@fortworthtexas.gov . The deadline for questions related to this RFP is August 23, 2023 at 5:00 PM local time. All questions received will be addressed by August 28, 2023.

A representative from any interested party is encouraged to attend the optional pre-proposal conference on Monday, August 21, 2023 at 10:00 AM local time. The conference will provide another opportunity for interested parties to pose questions, and will be held virtually using WebEx, see details below:
