NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT
this is not a competitive bid/proposal
The Utah Transit Authority (UTA) Procurement Policy provides that sole source procurements may be used
only when the Award of a Contract is infeasible under other source selection methods, and at least one of the
following circumstances applies: (a) The required goods or services are of a specialized nature requiring
expertise that is only available from a single source; (b) The public exigency or emergency for the required
goods or services will not permit a delay resulting from competitive solicitations; (c) After solicitations of a
number of sources, competition is determined inadequate.
The UTA Purchasing Department has received a request to make the following sole source procurement:
Product and/or Service to be purchased: eForce Software by Intellichoice
Contract Duration: Three (3) years
Proposed Sole Source Supplier: eForce Software
Estimated Total: $146,083.00
Sole Source Justification: eForce Software as a “Sole Source vendor” for the following reasons:
For approximately two (2) years, UTA has intended to join many other Utah Public Safety organizations
on a new system that would integrate communications between organizations. The intent was to close the
previous contract once UTA was live with the new system. It was recently determined by UTA that there
are processes unique to UTA that the new system did not support, and this solution was no longer viable.
UTA has determined that an RFP is required to update the current system, however there is a long
implementation expected with a “closing” stage which will likely require a year or more.
This sole source procurement was therefore approved for Three (3) years with a justification that (b) The
public exigency or emergency for the required goods or services will not permit a delay resulting from
competitive solicitations.
UTA has committed to begin the RFP process within six months in preparation, to issue a formal public
invitation to submit proposals in the first quarter of 2025.

Comments” indicated above. Please do not submit questions, bids, no-bids, or
proposals in response this notice. This is a request for information only.
