Introduction
Charleston County Park and Recreation Commission (CCPRC) represents one of the most unique
park and recreation agencies in the state of South Carolina and is a special purpose public service
district created in 1968.The large park system features over 11,000 acres of property. Visit the

Mission: CCPRC will improve the quality of life in Charleston County by offering a diverse system of
park facilities, programs, and services.
Vision: To be distinguished as a nationally accredited and financially sustainable park and recreation
agency through our commitment to preserving our natural, historical and cultural resources,
offering a clean, safe, and exceptional visitor experience that is accessible to all.

Number of Staff: The agency is budgeted for 184 full-time employees with a fluctuating number of
part-time employees who work year-round or seasonally consisting of approximately 900 people.
Purpose of Study
CCPRC recognizes the importance of supporting diversity, equity and inclusion in our workplace to
better prepare us to serve, engage, communicate and build a park system to better serve our
community. Proposals should define your approach to evaluating CCPRC’s strengths, weaknesses,
opportunities and threats as they relate to DEI (Diversity, Equity and Inclusion) and result in a
written action plan to address the findings.
This RFP has been issued to secure a one-year contract with the option to renew annually up to four
(4) one-year periods for professional services from a third-party company with expertise in diversity,
equity and inclusion. The purpose of the study is detailed in the following sections.
Scope of Services
The chosen consultant will design and deliver a DEI study that utilizes professional and proven
approaches that make CCPRC staff feel valued, respected, appreciated and encourages them to
participate.

Deliverables
The consultant will deliver:
a. Assessment of strengths, weaknesses, opportunities and threats within CCPRC as
they relate to DEI.
b. Written Action Plan that addresses findings of Assessment.
c. Presentations of key findings and implementation options delivered to CCPRC
Commissioners and CCPRC staff.
d. Trainings for staff based on the Written Action Plan and feedback gained through
Presentations to CCPRC Commissioners and CCPRC staff.
e. Policy Recommendations
f. Future Recommendations
Approach/Timeline
Consultants should include in their proposal a detailed approach in completing the Study which
should include, but may not be limited to, the following items:
1. Provide sample(s) of DEI assessments and action plans similar to what your
organization will deliver to CCPRC. These documents may be redacted if needed.
2. Approach to initiating the study and explaining its purpose, importance, scope and
objectives to gain buy-in, support and maximum engagement from employees.
3. Methods and frequency of communications, meetings and engagement with staff
and core team.
4. Describe data collection processes and methods of handling private and confidential
information.
5. Describe how the consultant will organize the project and how you will assign
personnel to accomplish the work elements.
6. Methods and metrics of analyzing and benchmarking against other comparable
organizations.
7. Provide an implementation plan with estimated project deadlines, including all
milestones and describe the consultant’s capacity to meet time constraints and/or
deadlines.
Consultant’s Structure and Fees
Proposal shall include an overview of the Consultant’s structure and experience, including, but not
limited to, the following:
1. Experience of the Consultant, including organizational structure. Experience by
personnel no longer with the Consultant or available for the project shall not be
submitted in the response.
2. Include key personnel, their experience and background completing a DEI study,
listing what the Consultant offers that others may not.
