CITY OF CENTRALIA, MARION COUNTY, ILLINOIS
Separate sealed bids will be received by the City of Centralia (OWNER) located at 101 South
Locust Street, Centralia, Illinois, 62801 until 2:00 p.m. local prevailing time, April 11, 2024 at
which time and place said bids will be opened and publicly read aloud.
Bids shall be submitted for:
Raw Water Mains to New WTP and Arterial Water Mains from
New Plant to Existing System
Conditional or qualified bids will not be accepted.
Give special attention to and comply with project insurance and bonding requirements.

Copies of the contract and bidding documents for purpose of bidding may be obtained at the
office of Curry & Associates Engineers, Inc. P.O. Box 246, 243 E. Elm, Nashville, IL 62263,
(ph. 618-327-8841), upon non-refundable payment of $200.00 for each set.
Each bid proposal shall be accompanied by a certified check or bid bond in the amount of at least
five percent of the amount bid, drawn payable to the City of Centralia as security for the proper
execution of the contract.
Any contract or contracts awarded under this invitation for bids are expected to be funded in part by
a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of
Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for
bids or any resulting contract. The procurement will be subject to regulations contained in the
Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the
Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of
Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs
Program Act (30 ILCS 559/20-1), and the federal “Build America, Buy America Act” requirements
contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58.

This procurement is also subject to the loan recipient’s policy regarding the increased use of
disadvantaged business enterprises. The loan recipient’s policy requires all bidders to undertake
specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained
in the specifications. Bidders are also required to comply with the President’s Executive Order No.
11246, as amended. The requirements for bidders and contractors under this order are explained in
41 CFR 60-4.
Bids from partnerships or joint ventures will not be acceptable.
The OWNER reserves the right to accept or reject any or all bids and to waive any informality in
any bids should it consider same to be in the best interest of the OWNER. Bids may not be
withdrawn for a period of sixty (60) days after date of receiving and opening bids.
The Illinois Dept. of Labor prevailing wages shall apply to the project and hiring preference shall
be given to the Illinois citizens. Contractor(s) shall pay prevailing wages at rates not less than
those prevailing under the Davis-Bacon Wage Act.
