NOTICE TO BIDDERS
ROOFING IMPROVEMENTS FOR THE
WASTEWATER TREATMENT PLANT
The City of Centralia, Illinois, acting through the Mayor and the City Council, will receive sealed
bids for a Roofing Improvements For The Wastewater Treatment Plant. Bids will be
accepted at the office of the City Clerk until 10:30 A.M. on January 30, 2024, at City Hall, 101
S. Locust, Centralia, Illinois 62801, at which time bids will be opened and read aloud.
The WORK shall involve supplying the materials, labor, equipment, permits, licenses,
miscellaneous supplies, etc. necessary and incidental to the tear off of the existing roofing
system, existing substrate preparation and installation of a new reinforced membrane
adhered roofing system at the Wastewater Treatment Plant building located at 28625 W.
17th St. Rd. Centralia, IL 62801.
The bid documents are on file at the office of the City Clerk, 101 S. Locust, Centralia,
Illinois. Copies of the bid documents may be obtained at the office of the City Clerk by
interested bidders. Questions concerning the bid or the specifications may be directed in
person or writing to the Department of Public Works at 114 E. 5th Street, Centralia, Illinois
or by phone at (618) 533-7640.
Interpretation of the BID DOCUMENTS will be made only by addendum duly issued and a
copy of such addendum will be mailed or faxed to each person listed as receiving a set of such
bid documents. Any person requesting an interpretation will be required to make the request
not less than five (5) working days in advance of the bid opening. The City of Centralia will
not be responsible for any explanation or interpretation other than the addendum(s) issued.
BIDS must be accompanied by a BID DEPOSIT of 5% of the total bid. BID DEPOSIT shall
come in the form of a cashier's check, certified check, or bid bond made payable to the "City of
Centralia, Illinois."
No BIDDER may withdraw his bid for a period of thirty (30) days after the actual opening date
of the bid.
The City of Centralia, acting through the Mayor and the City Council reserves the right to reject
any or all bids, or to accept portions of the bid items that appears to be in the best interest of
the City of Centralia and within the approved roof repair budget.
BIDDERS are instructed to read and fill out the bid forms completely and bid proposal shall be

Pre-Bid Conference
No PRE-BID CONFERENCE will be held for this work.
Proposals
All proposals must be made out on the blank forms furnished by the CITY in accordance
with these instructions and the NOTICE TO BIDDERS.
All proposals must be accompanied by a BID DEPOSIT as stipulated in the NOTICE TO
BIDDERS.
All proposals must be signed by every person, firm, or individual interested in same.
BIDDERS shall return the entire proposal booklet, together with copies of all
ADDENDA, when submitting their BID.
No Bids
VENDORS who are not able to BID on this item, but wish to receive a BID tabulation or
to be assured of remaining on the CITY’S BID LIST for similar items should clearly
indicate on the envelope the designation NO BID. Envelopes so marked will be
considered as a formal BID, but the contents will be responded to in the appropriate
manner by the CITY.
Bidder’s Duties
BIDDERS will examine the BID PROPOSAL and SPECIAL PROVISIONS pertaining to
these materials and judge for themselves the circumstances affecting the cost and
nature of supplying them. Questions of a technical nature regarding these materials
should be directed to Jeff Schwartz or Terry Harris at the Public Works Department
(618) 533-7640. BIDDERS are required to inform themselves fully of these BID
DOCUMENTS relating to the material and subsequent labor and equipment necessary
to insure its successful delivery.
Any interpretation of the SPECIFICATIONS will be made only by ADDENDUM duly
issued and a copy of such ADDENDUM will be mailed or delivered to each person listed
as receiving a set of such BID DOCUMENTS. Any person requesting an interpretation
will be required to make the request not less than five (5) working days in advance of
the BID OPENING. The CITY will not be responsible for any explanation or
interpretation other than the ADDENDUM.
Qualifications of Bidders
The CITY reserves the right to require the BIDDER to furnish evidence satisfactory to
the CITY that the BIDDER has the necessary facilities, ability, and financial resources to
fulfill the conditions of the contract.

Withdrawal of Bids
No BID PROPOSAL may be withdrawn for a period of 30 days after the opening of
BIDs.
Return of Bid Deposit
The BID DEPOSIT(s) of the unsuccessful BIDDER(s) will be returned once an award is
made.
Award of Contract:
The CONTRACT shall be deemed to have been awarded when the NOTICE OF
AWARD shall have been given to the BIDDER by some officer or agent of the CITY.
If the BIDDER to whom the award is made shall fail to enter into a CONTRACT for the
performance of the work and/or provide certificates of insurance as described below within
ten (10) calendar days after notice of such award, the BIDDER shall forfeit all claims to
the WORK, and the amount represented by the BID DEPOSIT or BID BOND
accompanying the BID shall become the property of the CITY as the agreed and liquidated
amount of damages caused by such failure.
Wage Rates and Employment Standards:
The CONTRACTOR shall comply in all respects to the Illinois Prevailing Wage Act
requiring the payment of the prevailing wages as determined by the Illinois Department of
Labor for the County of Marion.

INSTRUCTIONS TO BIDDERS
In accordance with the provisions of Section 30-22 (6) of the Illinois Procurement Code,
the bidder certifies that it is a participant, either as an individual or as part of a group
program, in the approved apprenticeship and training programs applicable to each type
of work or craft that the bidder will perform with its own forces. The bidder further
certifies for work that will be performed by subcontract that each of its subcontractors
submitted for approval either (a) is, at the time of such bid, participating in an approved,
applicable apprenticeship and training program; or (b) will, prior to commencement of
performance of work pursuant to this contract, begin participation in an approved
apprenticeship and training program applicable to the work of the subcontract. The City,
at any time before or after award, may require the production of a copy of each applicable
Certificate of Registration issued by the United States Department of Labor evidencing
such participation by the contractor and any or all of its subcontractors. Applicable
apprenticeship and training programs are those that have been approved and
registered with the United States Department of Labor. The bidder shall list in the space
below, the official name of the program sponsor holding the Certificate of Registration for
all of the types of work or crafts in which the bidder is a participant and that will be
performed with the bidder's forces. Types of work or craft work that will be subcontracted
shall be included and listed as subcontract work. The list shall also indicate any type of
work or craft job category that does not have an applicable apprenticeship or training
program. The bidder is responsible for making a complete report and shall make
certain that each type of work or craft job category that will be utilized on the project
is accounted for and listed.

INSTRUCTIONS TO BIDDERS
The requirements of this certification and disclosure are a material part of the contract,
and the contractor shall require this certification provision to be included in all approved
subcontracts. In order to fulfill this requirement, it shall not be necessary that an
applicable program sponsor be currently taking or that it will take applications for
apprenticeship, training or employment during the performance of the work of this
contract.
Insurance:
Please see the included City of Centralia Construction Contract Insurance
Requirements. All costs for insurance as specified herein will not be paid for separately,
but shall be considered as incidental to the contract.
General Save and Hold Harmless:
Please complete included form whereby CONTRACTOR agrees to save, hold harmless,
and indemnify the CITY from and against all injury, death, damage, loss, claims, and
liability that may arise in completion of the CONTRACT. BIDDER shall submit executed
form as part of their BID.
Public Act 85-1295:
Please complete included form whereby CONTRACTOR certifies they are not barred
from bidding on project as a result of a conviction for violating state laws prohibiting bid-
rigging or bid-rotating. BIDDER shall submit executed form as part of their BID.
Contract Compliance Program (Equal Opportunity Guidelines):
Bidder shall comply with Section 2-103 of the City of Centralia Municipal Code in
regards to Equal Employment Policy.
