Subject: Request for Proposals (R.F.P.)
Milwaukee County Department of Administrative Services is requesting proposals for professional
consulting services to replace inefficient and aging lighting throughout the park system.
I. Background and General Project Description
Milwaukee County Parks Energy Efficient Light Fixture Upgrades
Milwaukee County Parks is looking to hire a design consultant to replace inefficient and
aging lighting throughout the park system.
This project goal is to replace existing fixtures and potentially add new LED fixtures to improve
the safety of park users and staff within County Parks. The plan will address lighting along
select parkways and interior park pathways. This project will require the installation of new WE
Energies services along with the utilization of Parks Standard products and installation
methods.
Specifically, this lighting project will address the following: 1) increase safety for park users at
night and in early morning hours, 2) increase both the fiscal health and environmental
sustainability of the County, 3) result in less energy use, less greenhouse gas emissions and
reduce operations expenses for staff repairs and maintenance. Estimated savings range
from 10% to 40% in electrical costs for upgrades made in associated facilities.
The consultant shall be qualified to assess, design, and perform construction administration,
including but not limited to the following:
a. Assessment and inspection of existing lighting systems and infrastructure
b. Lighting studies
c. Lighting system cost estimating
d. Code review
e. Permitting
f. Electrical design related to lighting systems, including but not limited to plans and
specifications.
g. Lighting systems related to Infrastructure/pathway design
h. Lighting controls
i. WE Energies Design and coordination. This could include outlet coordination and
proposals.
j. Termination and removal of existing high voltage services that will retire upon
project completion
k. In kind site restoration.

Milwaukee County reserves the right to initiate additional procurement action for any of the
services included in this RFP.
Milwaukee County requires Targeted Business Enterprise (TBE) participation for projects that
are locally funded and requires Disadvantaged Business Enterprise (DBE) participation for
projects that include federal funding. The selected consultant shall be required to be able to
meet the TBE and DBE requirements of 10% for professional services, which can be obtained
directly through the consultant’s TBE/DBE status or their subconsultant’s TBE/DBE status.

1. General Scope Requirements provided by Consultant:
a. There is no intention to reutilize existing fixtures and wiring in this project. The
Consultant shall perform written analysis of existing lighting and provide
recommendations for replacement of existing light poles. Verify electrical service
requirements and modifications required. The selected Consultant will obtain and
consider CTY Parks standard equipment and operational practices as the basis
for recommendations, presented to selected design team upon award.
b. Assess and perform field site surveys (where necessary) and utilize existing digital
topographic maps provided by the CTY for purposes to complete the Design.
c. Perform code reviews and reviews of existing conditions to identify any required
upgrades that are needed as part of the project and within the project scope.
d. Provide project schedule outlining critical milestone dates including Owner
required items. This will require 30%, 60% and 90% plan reviews.
e. Provide agency coordination and permit applications for required plan reviews
and permits. Investigate, develop, and incorporate into the planning and
construction documents elements necessary to comply with permit conditions.
f. Develop cost estimates for each location and share with County representatives.
Work with Milwaukee County’s Office of Sustainability to apply and obtain Focus
on Energy and/or other energy incentives, where applicable.
g. Engage additional subconsultants as required in order to meet the needs for the
project and OEI requirements.
h. Throughout all phases of the project, coordinate with service providers for any
electrical needs and communicate these efforts with County representatives.

i. Coordinate and minimize to the greatest extent possible periods of no lighting in
parklands.
2. Design Development and Construction Document Preparation
a. Complete review of all existing project information
b. Schedule, attend, and facilitate a project design kickoff meeting. The consultant
shall be prepared to attend and facilitate bi-weekly meetings based on the
Consultant’s expectation of project duration, to the extent necessary to review
the project status with their design team and the CTY work group as necessary to
address planning and design issues. The consultant shall prepare agendas and
issue meeting minutes for all design meetings.
c. Coordinate impacts to Milwaukee County staff – construction access, staging,
temporary equipment relocation, scheduling around events, etc.
d. Complete construction documents, including all permits, for bidding and
construction efforts. All work must conform to all required codes and ordinances.
e. Complete technical specifications in CSI format and provide to Milwaukee
County for inclusion in the assembled project manual. Utilizing the Bid Express
template provided by the County, the Consultant shall prepare the schedule of
prices Bid Form to be incorporated in the final Project Manual.
f. Assist with Front End specification development (Division 00 and 01). This an
activity led by others and providing input as requested is all that is required for this
scope.
g. Review required submittals with Milwaukee County and establish which items
must be reviewed and approved by Milwaukee County prior to bidding.
h. Submit design documentation to Authorities Having Jurisdiction (AHJ) as
necessary.
3. Construction Administration Services
a. Provide review of shop drawings, RFIs, and submittals from the contractor.
b. Review required submittals identified in Section 2g above with Milwaukee County
prior to approval.
c. Review and provide recommendation for contractor progress payment and
coordinate with Milwaukee County’s Project Manager.
d. Review and provide recommendation for all contractor change order requests
and coordinate recommendation with Milwaukee County’s Project Manager.
e. The selected consultant shall be required to conduct periodic site visits with
associated observation reports to keep the county informed about the progress

and quality of the work completed and determine if the work being performed is
in accordance with the contract documents.
f. Conduct a final inspection of work for each Project Location and prepare a
“punch list” of items to be completed, modified, and or corrected prior to
Owner’s acceptance of the project. The consultant shall be required to verify
that all items on the “punch list” have been completed to the Owner’s
satisfaction.
g. Issue certificate of substantial completion (AIA G704 certificate).
h. Prepare final closeout documentation as required, including GIS compatible
digital format and PDFs.
II. Scope of Consultant Services: The successful consultant shall provide all services as specified
per the standard terms and conditions of the Milwaukee County Type A Contract. A copy of
the Contract is included as part of this RFP in Attachment 2.
III. Quality Control
1. Milwaukee County reserves the right to request partial or full reimbursement from
consultants for change orders resulting from errors and omissions in the services they are
contracted to provide.

V. Related Work by Others
1. The County will complete the front end/boiler plate sections of the project manual,
incorporate the Consultant’s Bid Form and technical specification sections, and
assemble the project manual.
2. The County will provide GIS/topographic survey information to be used for design
purposes.
3. Milwaukee County will provide all available utility drawings of County owned and
maintained utilities within the area. The Consultant is responsible for contacting other
utilities and municipalities for utility information as needed.
