DEADLINE: Sealed proposal submittals must be received and time stamped by 3:00 p.m., Central
Standard Time, Wednesday, January 31, 2024 (The clock located in the City Secretary’s office
will be the official time.) All proposals received will be read aloud at 3:15 p.m. on Wednesday,
January 31, 2024 in the City Council Chambers, City Hall, 5th Floor, Port Arthur, TX. Proposals
will be opened in a manner to avoid public disclosure of contents; however, only the names of
proposers will be read aloud.

The enclosed REQUEST FOR PROPOSAL (RFP) and accompanying General Instructions are for
your convenience in submitting proposals for the enclosed referenced services for the City of Port
Arthur.
Proposals must be signed by a person having authority to bind the firm in a contract. Proposals shall
be placed in a sealed envelope, with the Vendor’s name and address in the upper left-hand corner
of the envelope.
ALL PROPOSALS MUST BE RECEIVED IN THE CITY SECRETARY’S OFFICE BEFORE
OPENING DATE AND TIME. It is the sole responsibility of the firm to ensure that the sealed RFP
submittal arrives at the above location by specified deadline regardless of delivery method chosen
by the firm. Faxed or electronically transmitted RFP submittals will not be accepted.

PRE-BID CONFERENCE
A Non-Mandatory Pre-Bid Conference between Representatives of the City of Port Arthur, Texas
and prospective bidders for Transit Bus Wash System will be held at the Transit Admin Building
located at 344 Proctor Street, Port Arthur TX on January 23, 2024 at 2:00 p.m. The purpose of
the Non-Mandatory Pre-Bid Conference is to make certain that the scope of work is fully
understood, to answer any questions, to clarify the intent of the Contract Documents, and to resolve
any problems that may affect the project construction. No addendum will be issued at this meeting,
but subsequent thereto, the Purchasing Manager, if necessary, will issue an addendum(s) to clarify
the intent of the Contract Documents.

SCOPE OF WORK
RFP P24-018
INTRODUCTION:
City of Port Arthur Transit (PAT) is solici�ng a Request for Proposals (RFP) for the purchase and
installa�on of a touchless bus/car wash system, related items, and removal of the exis�ng gantry
system for the City of Port Arthur Transit Department (PAT) Bus Wash facility located at 244
Proctor Street Port Arthur, Texas. The successful Proposer will deliver a turnkey, innova�ve, highly
efficient system in keeping with the facility aesthe�cs that best meets the needs of the City of
Port Arthur Transit Department without sacrificing quality and durability of material systems.
The Proposer shall make energy, opera�ons, and maintenance performance guarantees
part of the final purchase and installa�on of the touchless Bus/Car Wash System for the
drive-through Transit Bus Wash Facility.
The Proposer shall provide for the City of Port Arthur Transit Department Bus Wash
Replacement Project, all labor, equipment, and materials in strict accordance with the
condi�ons of this RFP and Contract Documents.
The specific product requirement and Scope of Work is described in this Request for
Proposal ("RFP"). Proposers shall be able to demonstrate previous experience with similar
projects described herein. The submited Proposal should include the Proposer’s
qualifica�ons, project team, detailed scope of services/tasks, proposed schedule for the
work, and not-to-exceed costs for comple�ng the project.
The City of Port Arthur Transit Department expects a collabora�ve, crea�ve, and produc�ve
process involving the manufacturer, equipment installer, the City of Port Arthur as owner, and
other en��es, as necessary.
DESCRIPTION OF WORK:
The work consists of, in general, safe demoli�on/dismantling of the exis�ng bus wash system and
furnishing and installing a Touchless Bus/Car Wash System that should be able to accommodate
the various sizes of transit buses i.e., short, medium, and full-size plus auxiliary vehicles i.e., SUVs,
pick-up trucks etc. The vendor shall be responsible for delivery, installa�on, hook-up of water
line(s), electrical connec�on(s), so�ware programing wash packages, control panel, sensor
se�ng, calibra�on, and all operator training for the Touchless Bus/Car Wash System (complete
