Procurement Summary:

The Port of Tacoma (Port) is soliciting Statements of Qualifications (SOQ) from firms qualified and interested in providing professional consulting services in engineering

design to produce public works procurement packages for a low permeability containment wall and redeveloping 34-acres into a flexible-use surfaced lot.

This solicitation will support the implementation of two Interim Actions in the former Arkema Manufacturing Area. This effort is subject to the requirements of the State of Washington Agreed Order No. DE 5668 (Attachment A).

The first planned interim action is for a low-permeability wall, or containment wall, to encompass a 6-acre area with high concentrations of arsenic. This solicitation is for consulting services to complete wall design, support the existing project team's efforts to obtain regulatory approval, and develop a public works procurement package. The second planned interim action is capping areas with lower concentrations of arsenic, while incorporating improvements consistent with future marine-dependent land use. This solicitation includes consulting design services for capping and redevelopment of the approximately 34-acre site in stages that align with interim action phasing. The construction sequence must also be phased in order to limit the risk of contaminating materials with onsite arsenic impacted materials. The initial scope of work is for 30% design, but requested services may include final design, phased procurement packages including plans, specs and estimate, and support through construction.

The Port anticipates the award of one (1) professional service contract. The initial period of performance of the contract is anticipated to be (16) sixteen months from the execution of the contract.

This effort is also subject to reimbursement requirements in existing and future Toxics Cleanup Program grants from the Washington Department of Ecology. All work must be performed in accordance with associated grant requirements. The Port may apply for federal and or state funding for various phases of Arkema Redevelopment and Containment Wall. Therefore, the contract that results from the RFQ and various work packages will be subject to the Federal Terms and Conditions of each grant. See “Attachment D” for the generic Federal and Washington state Terms and Conditions, which may be updated per each grant.

A. BACKGROUND
The Port of Tacoma is a major center for container cargo, bulk, break-bulk, autos, and
heavy-lift cargo. Created by Pierce County citizens in 1918, the Port has become one of
the largest container ports in North America and one of the top 50 in the world. The Port

The former Arkema Manufacturing Area has been subject to a series of investigation
and remedial efforts for many years. A description of the site and related technical
documents can be obtained from https://apps.ecology.wa.gov/cleanupsearch/site/3405.
The Arkema Manufacturing Area is subject to the requirements of Washington
Department of Ecology’s Agreed Order DE 5668 (Order). The Order requires – among
other things – the completion of a Remedial Investigation (RI), Feasibility Study (FS)
and Cleanup Action Plan (CAP) under the Model Toxics Control Act (MTCA). The effort
to complete these requirements is foreseen to continue to be led by the existing project
team (Port Environmental, Dalton, Olmsted & Fuglevand, Pioneer Technologies
Corporation, Keta Waters, and Rebecca Neumann, Ph.D.)
While this work is ongoing, Ecology’s Toxics Cleanup Program staff have informally
approved an approach to cap areas with lower arsenic concentrations to enable
redevelopment for marine-dependent land use, so long as the Port also installs a
containment cell around the most highly contaminated areas of the property. The wall's
performance will be a key factor in the scope of future remedial actions required by
Ecology. The purpose of this solicitation is to obtain professional consulting services to
enable the existing project team to obtain Ecology approval of these two actions as
interim action(s) under the Order.
The project team has completed three tasks to support interim action planning. These
tasks included: (1) Low Permeability Wall Basis of Design (BOD) Report; (2)
Alternatives Assessment for 24-Acre Capping and Redevelopment; and (3) Work Plan
for BOD and 24-Acre Capping and Redevelopment. These tasks are complete and
attached for reference and a complete background (Attachments B, C, D). The
recommendations, costs and other data in these task final reports are the basis for
advancing site work under a new contract that includes coordination with the project
team, final design, and public works procurement.
The Port has selected the Vibrating-Beam method of installation and the proposed wall
alignment from Task 1. The geotechnical investigations recommended for final design in
Task 1 and 3 are in the scheduling and execution process by the project team. Data will
be provided when available.
The Port has selected to advance capping and improvements consistent with maritime
dependent use to a 30% design level to clarify costs, schedule, support permit efforts
and aid in identifying the preferred commercial driver. The total considered area of
these combined interim actions is approximately 34 acres. The currently proposed
containment wall alignment encompasses an area of 6 acres but lies within a proposed
10-acre rectangle to provide buffers and drainage basins. Ultimately the project area is
envisioned as a continuous 34-acre commercial property. However, this ultimate
configuration will be subject to formal Ecology approval. The near-term plan is for the
site to operate as separate 24- and 10-acre components that fit within the overall 34-
acre development. Furthermore, consideration shall be given to potentially phasing or
staging development of the 24-acre area. The phasing or staging approach is
envisioned to marry the future availability of grant funding with development drivers as
they emerge. The Port is looking for a consulting team that has both the near- and long-
term vision that can help guide development decisions regarding cost, phasing and
future site utility.

Attachment E to the RFQ contains the Instructions and Information for proposing to the
solicitation.
The Port’s Standard Terms and Conditions are included as Attachment F to this
solicitation. By submitting a Proposal, the Proposer represents that it has carefully read
and agrees to be bound by the Port’s Standard Terms and Conditions. Identify during the
question submittal and response period, any sections you consider onerous, clarify why
you consider these sections onerous, propose alternative language, and describe why it
is in the Port’s best interests to adopt the alternative language. Taking exceptions to these
terms and conditions or conditioning your proposal on terms and conditions other than
the Port’s will render your proposal non-responsive.
* By submitting a proposal, the Proposer represents that it has carefully read all
attachments. As applicable, proposers shall identify propose alternate wording, if any, to
these documents as an appendix to their submitted proposal.
B. SCOPE OF SERVICES:
The project will consist of the final design, permitting and construction support for a
containment wall as part of an Ecology interim action. The project will also consist of the
overall planning, design, permitting and construction support for redeveloping 34-acres
(capping) into a paved flexible-use storage yard as part of a second Ecology interim
action. Coordination will be required with permitting, regulatory agencies, the project
team and other project stakeholders.
The initial scope of services for this contract is to provide final design and procurement
deliverables for the containment wall. The initial scope also includes a 30-percent
design for the 24-acre site redevelopment, with consideration to the ultimate 34-acre
buildout. The primary services anticipated for developing the alternatives analysis report
include the following:
Engineering: Civil, Structural, Geotechnical, Electrical (lighting)
Environmental: Environmental strategies, permit requirement identification,
agency and stakeholder coordination
Review and analysis of existing site data and records
Project management and oversight
Stakeholder coordination
Project scheduling
Cost estimating
Preparation of technical specifications
Application of an existing groundwater flow and transport model to assess the
effects of the interim action(s).
Field investigation
Supplemental investigations or reporting
Constructability and feasibility review
Grant support
Permit support

The scope of work for future phases will generally include, but in no way is limited to,
the following elements:
Project management and coordination, incorporating services from other
professional disciplines as needed
Preparation of construction plans, technical specifications, schedules and
estimates for 60, 90 and 100% package levels
Project experience criteria for personnel associated with the successful bidder,
including MTCA/CERCLA remediation projects,
Coordination with Port, utility, Tacoma Rail, permitting and other consultant
stakeholders
Providing support during bidding including response to bidder questions,
preparation of addendums, attending pre-bid meetings and assisting with bid
evaluations
Grant support
Construction support
Contract closeout
Any other professional support or management required to meet the project
goals and intent
C. DELIVERABLES:
The deliverable for the containment wall final design will be a complete public works
procurement package consisting of specifications, plans, estimate and schedule.
Contaminant fate and transport modeling are needed to evaluate the timing and need
for installing an impermeable temporary cap within the proposed containment wall.
The deliverables for the 30% site development are anticipated to be specifications,
plans, estimate and schedule commensurate with the level of design effort. At a
minimum, plans will show proposed final site grading, storm drainage and surfacing.
Sufficient sections and details will be provided to show major work components.
Deliverables may include figures, graphics and reports as necessary to support permit
acquisition.
Future deliverables may include final design and production of public works
procurement packages.
D. RFQ ELEMENTS & EVALUATION CRITERIA:
Proposals should present information in a straightforward and concise manner, while
ensuring complete and detailed descriptions of the proposing team (to include the prime
consultant’s key team members and any major sub-consultants) and the team’s ability to
meet the requirement of this solicitation. Attention will be given to the technical
competencies and completeness of content. The written proposals should be prepared in
sequential order as outlined below.
Proposals are limited to 8 numbered pages (8 ½ by 11 inch) excluding the cover letter,
Attachment G, References from Section D.6 and up to 12 individual resumes. All pages
shall be in portrait orientation with 1-inch margins. Font size shall be 11 points or larger.
Proposals that do not follow this format may be deemed nonresponsive.
