Notice is given that on May 1, 2024 at 2:00 PM the Metropolitan Council will receive and publicly open
separate sealed bids for 7031-9003 Siphon Temporary Conveyance, Project Number 819026, Contract
Number 24P034.
The work of this project includes installation of a temporary conveyance system on the 9003 siphons.
This system will mitigate spillage from the 7031, 9003-A and 9003-B siphons and 7030 forcemain if the
South Junction and/or Manhole 1 structures fail prior to replacement. The 9003 siphons will be tapped
just upstream of the South Junction Structure and pipes will be installed from the South Junction
Structure to the Siphon Outlet Structure and Manhole 6. Pipes will be installed at an elevation that will
maintain siphon flow so no pumps will be needed. The conveyance system is designed to accommodate
the combined average daily flow of 16 million gallons per day (MGD) and peak flow of 39 MGD. Due to
the environmentally sensitive nature of the Work area, all material must be on-site prior to start of work.
Contractor must order all materials as soon as the project is awarded and carefully review the
Environmental Assessment Worksheet and Attachments. Open excavations and dewatering must be
minimized to the greatest extent possible.
