MATHEMATICS INSTRUCTIONAL RESOURCES GRADES K - 12
Tulsa Public Schools invites proposals to provide instructional resources aligned to the Oklahoma
Academic Standards in Mathematics targeting grades K-12 according to the terms and conditions
detailed herein.
Proposals will be accepted until 11:00 a.m. Central Time on January 18th, 2024. Proposals
received after this time will not be accepted. One (1) original, two (2) copies, and one (1) flash
drive of your proposal must be submitted. No award will be made until Tulsa Public Schools has
had sufficient time to evaluate the proposals. Tulsa Public Schools reserves the right to contract
in the district’s best interest.
Offerors must be sealed and marked on the lower left-hand corner with the proposal name and
number, name and address of the Offeror, opening date, and time. Fax/electronic responses
cannot be accepted. Address, mail, or deliver all proposals and accessory documents to:

Mathematics Instructional Resources Grade K – 12
1. PURPOSE: Tulsa Public Schools (“TPS,” the “District”) intends to select instructional
resources for K - 12 mathematics education aligned to the Oklahoma Academic Standards
(OAS) through a request for proposals to provide OAS-aligned, student-centered
mathematics instruction to kindergarten through grade 12 students. The programs will:
Align comprehensively with the OAS - Mathematics in a coherent and consistent
manner except for courses that may not have OAS - Mathematics, including, but
not limited to, Algebra Fundamentals (4405) or Intermediate Algebra (4418) and
College Board Advanced Placement Mathematics courses.
Support coherence across grade levels by including titles for every elementary
grade (Kindergarten-Grade 5), all middle school grades (Grades 6-8), Algebra,
Geometry, and Algebra II.
Specify what all students should know and be able to do as learners of
mathematics at the end of each grade level.
Provide opportunities for students to engage with, discuss, problem-solve, and
deeply understand mathematics.
Support teachers in fully utilizing the curriculum and understanding the skills and
learning of their students.
2. TIMELINE: The schedule below provides estimated dates for the RFP and contracting
process. Tulsa Public Schools may adjust this schedule as needed.

3. BACKGROUND: TPS is the largest school district in northeastern Oklahoma. The district
contributes significantly to the area's economic base, with approximately 5,542
employees. Currently, about 33,600 students are enrolled at 45 elementary schools, 10
middle schools, 9 high schools, 9 alternative schools, and 2 charter/partnership schools.
4. PERIOD OF CONTRACT PERFORMANCE: The performance period for goods and/or
services received subject to this solicitation and any resulting contract shall be from award
through June 30, 2024, with four (4) one-year optional renewal periods.
5. CONTRACT ADMINISTRATOR: The following individual shall serve as the monitor of the
conditions of the contract and shall work directly with the contractor on a regular basis in
scheduling and coordinating the performance of services, answering technical questions
in connection with the scope of work and providing general direction under the resulting
contract: Rebecca Morales, Manager of Instructional Resources.
6. QUESTIONS REGARDING THE RFP: Email any technical issue and specification
questions pertaining to this RFP to RFPpurchasing@tulsaschools.org by 4:00 P.M.,
Central Time, on January 11th, 2024. Include a ten-digit phone number and specifically
reference the section of the RFP in question. All questions must be submitted in writing.
Questions and answers will be distributed to all suppliers. These guidelines for
communication have been established to ensure a fair and scrupulous evaluation process
for all respondents. Any attempt to bypass the above lines of communication may be
perceived as establishing an unfair or biased process and could lead to disqualification as
a potential supplier. Any statements made by the district representatives do not modify the
terms, conditions, and specifications of this RFP. Any changes to this RFP will be issued
in a written addendum to the solicitation.
7. SCOPE OF WORK: The district will select K-12 mathematics education providers through
a request for proposals process to provide OAS-aligned, student-centered mathematics
instruction to kindergarten through grade 12 students that:
a.) Align comprehensively to the OAS as defined by the Oklahoma State Board of
Education (OSDE) except for courses that may not have OAS, including, but not
limited to, Algebra Fundamentals (4405), Intermediate Algebra (4418), and College
Board Advanced Placement mathematics courses.
b.) Support the learning progressions emphasized in OAS so the curriculum is coherent
within grades and across grade bands.
c.) Provide opportunities for students to regularly use the OSDE’s Mathematical Actions
and Processes (MAPs) to gain a deep understanding of the content.
d.) Provide explicit examples for students to demonstrate independent progress to
develop proficiency in the OAS.

e.) Print and/or digital professional resources provide guidance and support for teachers
to collect, interpret, and act on data about student progress toward the OAS.
f.) Provide teachers with guidance to build their own knowledge and to give all students
extensive opportunities and support to explore key mathematical concepts, including
“Attention to Developing a Productive Mathematical Disposition” per indicator 2f. of
the Oklahoma State Textbook Committee’s approved rubrics for Mathematics for
grades PK-5 and 6-12.
8. STATEMENT OF NEED: The contractor shall provide the student and teacher editions of
specified materials and deliver them to the various TPS locations, which will be identified
on the Purchase Order. The Supplier will ensure that all items supplied will be unused,
new, and in current production.
8.1 The quoted prices shall cover all freight, including inside delivery. All freight should
be limited to 3.9% of the subtotal of hardcopy materials. No shipping charges should
be calculated for quoted online resources.
8.2 The quoted prices shall include one gratis/free teacher edition per twenty (20) student
editions purchased.
8.2. Accept all orders without restriction regarding minimum dollar value, quantity, or
delivery location. If minimum-value orders are required to include shipping, the
Supplier must state the minimum value of the order for FOB shipping.
8.3. The TPS purchase order cannot be substituted with similar items without the
Purchasing Department's written approval.
8.4. Delivery must occur within 30 days of receiving the purchase order. Late deliveries
may be refused and returned, with no additional costs (restocking fee) incurred by
TPS.
8.5. All orders and invoice discrepancies (e.g., shortages, breakages, etc.) must be made
within ten (10) working days from receipt of shipment and new notification of missing/
replacement materials expected delivery date and tracking number.
8.6. The Supplier will pick up all products to be returned due to quality problems, duplicate
shipments, or outdated products at no cost to the district from the original delivery
site within 24-96 hours after notification. There will be no charges made for
restocking, and the products must be replaced with an approved replacement made
by TPS personnel or refunded at the full purchase price.
8.7. Provide primary and secondary sales representatives and inside customer service
personnel who are dedicated (to the District operating procedures/account) and
responsive to the district's needs.

9. PROPOSAL SUBMISSION REQUIREMENTS: In order to be considered for selection, the
Supplier must submit a complete response to this RFP. One (1) original and one (1) copy, one
(1) USB flash drive, Supplier shall make no other distribution of the proposal. Return this RFP
document with all attachments filled out as required and signed along with the proposal
information.
9.1. SPECIFIC REQUIREMENTS: Proposals should be as thorough and detailed as possible so
that TPS may properly evaluate the Supplier’s capabilities to provide the required
products/services. Suppliers are required to submit the following items as a complete
proposal:
Is there a current award from the State of Oklahoma and/or a national cooperative for
proposed resources? If yes, complete Attachment A and return to
RFPpurchasing@tulsaschools.org and attach it to your response.
In accordance with the federal Individuals with Disabilities Education Act, provide a sworn
statement (Attachment B) that the Supplier can furnish a National Instructional Material
Accessibility Standard (NIMAS) file set (ANSI/NISO Z39.86 Daisy 3) to the National
Instructional Materials Access Center (NIMAC) for the production of alternative formats of
each purchased hardcopy item as permitted under the law for students with print disabilities
no more than thirty (30) days after the date of RFP award. The publisher also agrees to mark
up any materials eligible for NIMAS submission that contain mathematical and scientific
instructional content by using the MathML3 (refer to the latest applicable version) module of
the DAISY/NIMAS Structure Guidelines as posted and maintained at the DAISY Consortium
website (http://www.daisy.org/z3986/structure/SG-DAISY3/index.html).
A correlation document that explicitly identifies and concisely explains how each
instructional material math program/title aligns with the Oklahoma Academic Standards for
Mathematics.
