DISADVANTAGED BUSINESS ENTERPRISE (DBE)
RESOURCE GUIDE
The purpose of this Resource Guide is to provide prospective bidders/proposers with a tool for
identifying certified DBEs who may be eligible to participate, for DBE credit, on the
referenced project.
The Pennsylvania Unified Certification Program (PA UCP) provides a web-based database to
search for firms who are DBE certified in Pennsylvania. The website can be accessed using
the following link: https://paucp.dbesystem.com
We reviewed the scope of services for the referenced project and determined that the
following North American Industry Classification System (NAICS) Code(s) could be
associated with this project:
NAICS CODE(S): 541690, 541330, 541512
These code can be used for the PA UCP website search; however, your search does not have
to be limited to the named NAICS Code. This code is for informational purposes only and to
assist in identifying some of the firms that may be eligible to participate on SEPTA projects as
DBEs.
Since the certification status of a firm is subject to change due to annual reassessment or
changes in ownership, management, and/or control, prospective bidders/proposers should
contact the DBE Program Office regarding a firm's current status for a particular solicitation.
ONLY FIRMS WITH A CURRENT PA UCP CERTIFICATION ARE ELIGIBLE FOR DBE
CREDIT ON PROJECTS. The bidder/proposer has the sole responsibility of obtaining
certified firms for use on SEPTA's projects.
