The Pease Development Authority (PDA) invites sealed proposals to provide to contract with a
vendor to provide electronic equipment as a vehicle scan tool (an electronic tool used to interface
with, diagnose and reprogram vehicle control modules); package to include scan tool, vehicle
communication device, and all subscriptions required to communicate with vehicles and
equipment owned by the Portsmouth International Airport at Pease, Portsmouth, New
Hampshire. Technical specifications will be provided by the PDA by calling (603) 334-6015 or
e-mailing r.page@peasedev.org. Bids will be accepted at the maintenance office of the PDA, 7
Lee St, Portsmouth, New Hampshire, until 10:30 a.m. local time, on Wednesday Nov 8, 2022.
Bids must be enclosed in two (2) sealed envelopes (inner and outer), both of which must be
clearly labeled “Bid Documents Submitted by (Vendor’s name) for Scan Tool Package.
Before preparing the bid, vendors should carefully examine the Technical Specifications.
Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response
to this invitation. No vendor will be discriminated against on grounds of race, sex, religion,
color, or national origin.
No vendor may withdraw its bid for ninety (90) days following the opening. The PDA Reserves
the right to reject any and all bids, to waive any informalities, and/or to accept the bid it
determines to be in it best interests in its sole discretion.
