TECHNICAL SPECIFICATIONS
INTRODUCTION:
The Pease Development Authority is seeking to contract with a vendor to provide electronic
equipment known as a vehicle scan tool (an electronic tool used to interface with, diagnose and
reprogram vehicle control modules); package to include scan tool, vehicle communication device,
and all subscriptions required to communicate with vehicles and equipment.
ANTICIPATED BID ACEPTANCE SCEDULE:
The Pease Development Authority (PDAor Owner) has issued this RFP on Friday, October
27th, 2023, and will receive sealed proposals at its offices located at 7 Lee St, Portsmouth, New
Hampshire 03801 until 10:30 a.m. EDT, on Wednesday, November 8, 2023, for the purpose
Procuring a Vehicle Scan Tool Package under the terms and conditions set forth in these proposal
specifications. Proposals shall remain valid for a minimum of 90 days past the due date.
One hard copy of your proposal must be submitted in two sealed envelopes, inner and outer, clearly
marked Proposal for Pease Development Authority Scan Tool Spec Package for Light and
Heavy-duty Vehicles. Attn: Maintenance Departmentwith the name and address of the
proposer on the outside of the packages and delivered to the address below:

NH 03801. Questions shall be made in writing and may be made via email to bids@peasedev.org.
No questions will be accepted after Thursday, November 2, 2023, at 4:00 p.m. The PDA, in its
discretion, will respond to these questions by no later than 2:30 p.m. EDT on Friday, November
3, 2023.

All proposals must be received by 10:30 a.m. EDT on Wednesday, November 8, 2023.
Proposals received after that time will be returned unopened. All proposals received before the
submission deadline will become property of the PDA, subject to New Hampshire RSA 91-A, and
will not be returned. Failure to include all information requested may result in a lowered evaluation
or immediate rejection of the proposal. The decision to accept a qualified proposal is not final until
it is subsequently approved by the PDA Board of Directors. The PDA reserves the right to cancel
the RFP at any time and reject any and all bids. The PDA reserves the right to select the proposal
it deems to be in the best interests of the PDA. The PDA expects that the selected bidder will enter
into a contract with the PDA, within 30 days of official acceptance of a bid.
SCOPE:
These specifications describe a handheld wireless vehicle scan tool that shall be new, unused, of
current production, design and sourced from an established manufacturer. It shall be ruggedly
built and suited for continuous work under extreme conditions year-round. Standard equipment
shall be defined in current manufacturer’s literature (Provide current brochure w/ specifications
of the unit bid).
SCAN TOOL PERFORMANCE REQUIREMENTS:
The Scan Tools must be able to reliably perform at its highest capability in all environments
(including but not limited to heat, cold, rain, snow etc..). It needs to be able to function whether
connected to the internet or not.
LIGHT DUTY VEHICLE ACCESS AND CAPABILITIES:
The Scan tools must be able to connect to all Domestic, Asian, European vehicles, and medium
duty vehicles.
Must have OBD 1 and OBD II connection capabilities.
Diagnostic capabilities must include bi-directional controls, identifying fault codes, performing
service routines, configuring replacement components, adjusting and setting parameters,
performing stationary regens, and performing cylinder cut-out test.
Must be user friendly and provide systems to aid in the diagnostic procedure. Needs to have
vehicle auto I.D, all systems DTC (Diagnostic Trouble Codes) scans, freeze frame and live data
graphing capabilities, and O.E wiring diagrams.

HEAVY DUTY VEHICLES ACCESS AND CAPABILITY:
The Scan tool at a minimum must have a broad range of make, model, engine, and system
coverage for North American class 6-8 commercial vehicles and heavy-duty trucks, construction
equipment, agricultural vehicles, stationary engines, and more.
Diagnostics capabilities at a minimum must include bi-directional controls, identifying fault codes,
performing service routines, configuring replacement components, injector coding, adjusting and
setting parameters, performing stationary regens, and performing cylinder cut-out tests.
Must be user friendly and provide systems to aid in the diagnostic procedure. Needs to have
interactive wiring diagrams, live data graphing capabilities, component location diagrams.
LIGHT DUTY SCAN TOOL HARDWARE:
The scan tool must be a wireless heavy-duty tablet style tool with a minimum
10inch display.

The scan tool must be a wireless heavy-duty tablet style tool with a minimum 10 inch display.

CHARGING:
Chargers will be provided for all included equipment. Charging will be through 110v means of
standard wall socket for all components, all plugs and cabling will be included and easily
assembled.
WIRELESS COMMUNICATION:
Wireless communication will connect via Wi-Fi to network connection and connect via either
Wi-Fi or Bluetoothto the unit’s vehicle accessing device/ interface module.

4. Cable set to allow connection to all major North American on-highway trucks, off-
highway vehicles, stationary engines and machinery
5. 110v Charging cable

WARRANTY:
Unit must carry the manufacturer’s standard warranty. A copy of the warranty must be attached
to the bid proposal. The warranty shall include all material, labor, expenses, delivery charges,
and other incidental charges necessary to the proper repair of any defects, at no cost to the
Owner, during the warranty period. All replacement parts will be new or equivalent to new in
performance. No warranties implied through the operation of the Uniform Code shall be
disclaimed or modified.
TECHNICAL PUBLICATIONS:
The manufacturer shall furnish complete sets of manuals/training aids hard copy, electronic or
online format.
TRAINING:
The vendor (seller) is responsible for the safe and timely delivery of the scan tools and there
accessories, spare parts, and tools to the place of delivery.
The manufacturer shall, at no additional cost, furnish the services of trained personnel either
online or in person to the purchaser at a time and place agreed to by all parties. All training and
instruction shall be performed by a qualified factory representative. The training shall be
performed at the customer’s site of choice and shall be up to 8 hours for the mechanic staff if
they so require. The purpose of this training is to review procedures for use and maintenance of
the scan tool, review and test all systems, assure the full function of the scan tool.
SERVICE AND PARTS AVAILABILITY:
In the airport industry, snow removal equipment falls into the category of emergency equipment
and as such all supporting equipment holds the same esteem. It is imperative that the
manufacturer carries a support inventory available to the purchaser 24/7. The manufacturer or its
distributor shall supply in the proposal package the emergency service contact person complete
with 24/7 telephone numbers to include weekend and holidays.
SUBSCRIPTION:
Units must carry the first year of fully subscribed operation within the cost of the equipment.
Additional years of subscription will be listed outside of the package cost. The term
Subscriptionwill entail full access to modules provided, updates to software also updates to
new model year vehicles within our manufacturer’s list. Updates must be updatable via the
internet.
