Project Description Subject to conditions prescribed by the University of California, Los Angeles, sealed bids for a lump sum contract are invited from prequalified Bidders for the following work:

SMUMC NURSE CALL REPLACEMENT (944133.01):

Contractor shall replace the hospitals existing Responder IV Nurse Call System (excluding the Merle Norman Pavilion (MNP)) at Santa Monica UCLA Medical Center with a new Hillrom (Baxter) Nurse call system as described in the plans and specifications.

The scope of the system includes 15 milestones as identified in the project TIO document. The order of the milestones listed is not guaranteed and may change as necessary to allow for operations of the hospital. The University may require that milestones be broken up to allow for operations of the hospital. The University will advise on which milestones can be worked on in coordination with the Contractor to complete the work. The University will make every effort to make areas and rooms available to the contractor but the availability of the areas and/or rooms is not guaranteed. The Contractor may be expected to work on up to 8 rooms at a time. Rooms may or may not be adjacent. The Contractor must coordinate with University’s vendor Hillrom (Baxter) who will be installing the devices for the said nurse call system and all other University Vendor’s related to the project. Contractor shall remove the existing nurse call system.

Contractor is responsible for any and all required CIRA/ICRA containments throughout the process of the work including supporting all University Vendors to completion. The CIRA/ICRA levels in any given area may be Level 2, 3 or 4 depending on the area and the work to be performed. The contractor is responsible to work and coordinate all testing and inspections to allow for the rooms to be approved by HCAI for occupancy.

The Contractor is required to coordinate any Fire Alarm shutdowns and connections to the nurse call system. Contractor may be required to work night and weekends in certain areas (not patient rooms) such as Operating Rooms, areas not occupied by patients and other areas shown in plans.

MANDATORY PRE-BID CONFERENCE & JOB WALK: A mandatory Pre-Bid Conference and
Mandatory Pre-Bid Job Walk will be conducted on January 12, 2024. Participants shall meet at
1250 16th St., Santa Monica, CA 90404 in Conference Room 4 at or before 10:00 a.m. Persons
arriving later than said time will not be allowed to bid on the Project as prime contractors. Only
bidders who participate in both the Conference and the Job Walk, in their entirety, will be allowed
to bid on the Project as prime contractors. Refer to the UCLA Campus Map at

NOTE: Bidders are advised that parking may be difficult. Bidders should allow ample time to drive
to the above location in heavy traffic, find a parking space, walk to the designated Meeting
Room prior to the required time. It is currently anticipated that the Site Visit will last at
least 2 hours. Please note that a valid form of ID is required to enter the hospital.
LICENSE REQUIREMENTS: The successful Bidder will be required to have the following California
current and active contractor's license at the time of submission of the Bid:

Prequalified Electrical Subcontractors will be required to have the following California contractor's
license:
C-10 License (Electrical)
PREQUALIFICATION OF PROSPECTIVE BIDDERS: To be allowed to submit a bid, Bidders must have
the minimum experience set forth in the Prequalification Questionnaire (Prime Contractor)
contained in the Bidding Documents and posted on the UCLA Online Planroom website. Bidder's
completed Prequalification Questionnaire (Prime Contractor) must be received at the above-listed
University Contracts Administration office in a sealed envelope, or uploaded to the UCLA Online
Planroom website.
PREQUALIFICATION OF PROSPECTIVE ELECTRICAL SUBCONTRACTORS: Additionally, University
has determined that electrical subcontractors must also be prequalified. Bidders who wish to self-
perform the Electrical trade work are also required to submit a Prequalification Questionnaire
(Electrical Subcontractor).
Bidders must submit at least one (1) completed Prequalification Questionnaire (Prime Contractor)
for themselves and at least one (1) completed Prequalification Questionnaire (Electrical
Subcontractor) for an Electrical Subcontractor. Bidder are encouraged to submit Prequalification
Questionnaires for more than one Electrical Subcontractor. Bidders may only use an Electrical
Subcontractor whom they submitted and whom the University determines to be successfully
prequalified.
The University will post on the University’s website a list of successfully prequalified Bidders and
the successfully prequalified Electrical Subcontractors submitted by each. Only those listed
prequalified Electrical Subcontractors submitted by prequalified Bidders will be approved by
University to perform the above-designated portion of the work for that prequalified Bidder.
Bidders who do not submit at least one (1) successfully prequalified Electrical Subcontractor will
not be prequalified and will be ineligible to submit a bid on this project.

SUBMITTAL DEADLINE: Each Bidder’s completed Prequalification Questionnaire and associated
documents [including all Prequalification Questionnaires (Electrical Subcontractor)] must be
received at the above-listed University Contracts Administration office in a sealed envelope, or
uploaded to the UCLA Planroom website, no later than:

COMBINED BIDS: The Work of this Contract has been divided into (2) bid projects, as specified in the
Bidding Documents. Separate lump sum base bids are requested for each of the bid projects.
University will determine the low bidder on the basis of the combined lump sum bid plus other
factors specified in Article 6.3.3 of the Instructions to Bidders. University and the apparent lowest
responsible bidder will sign a separate Agreement for each project. Unless specified otherwise,
all requirements of the Contract Documents shall apply separately to each individual project.
Contractor shall make all submittals including, without limitation, Payment and Performance
Bonds, Certificates of Insurance, Project Cost Breakdowns, Schedules, Applications for Payment
and Certified Payrolls separately for each of the projects. Contractor is only required to furnish the
services of a single Superintendent to oversee and administer all projects; however, refer to
Division 1 for additional staffing requirements.
Every effort will be made to ensure that all persons have equal access to contracts and other business
opportunities with the University within the limits imposed by law or University policy. Each Bidder may be
required to show evidence of its equal employment opportunity policy. The successful Bidder and its
subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding
Documents and to pay prevailing wage at the location of the work.
In addition, the University is committed to promoting and increasing participation of small business
enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services
covered under the awarded agreement, subject to any and all applicable obligations under state and
federal law, and University policies. The awarded contractor shall make best efforts to provide qualified
SBEs and DVBEs with the maximum opportunity to participate. Please email

The work described in the contract is a public work subject to section 1771 of the California Labor Code.
No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the
performance of, any portion of this project, unless registered with the Department of Industrial Relations
pursuant to Labor Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial
Relations.
The successful Bidder shall pay all persons providing construction services and/or any labor on site,
including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall
comply with all applicable federal, state and local working condition requirements.
