Project Description Subject to conditions prescribed by the University of California, Los Angeles, responses to the University's prequalification documents for a Combined Bid Lump Sum contract are sought from prospective prime contractor bidders (hereafter “bidders”) for the following projects:

1. Deferred Maintenance FY 21-22 CHS A4-141 AHU-17 Replacement (#6742018): The University proposes to replace AHU-17 located on the A-floor in Mechanical Room A4-141 of CHS (approximately 527 sq. ft of space). The project will require MEP and Structural work. The proposed project will reduce maintenance cost, yield more reliable comfort for building occupants and allow for greater energy efficiency. The unit serves 50 rooms, is past its useful life and is inaccessible to maintain. The project scope includes but is not limited to demolishing existing mechanical air handler units AHU-17, AHU-88, and AHU-86 and all existing associated controls, ducts, vacuum system, hydronic piping, and (3) existing booster fans. Provision of all new ductwork, extended concrete pad; provision of (1) new Air Handling Unit and (1) Control Panel and integration with the existing BMS, new AHU testing and balancing with a report documenting all results; running conduit with control wires to respective control devices; provision of new valving and provision of a new disconnect switch and breaker for the new AHU. The project scope also includes the provision of a temporary air system while construction of the new Air Handler Unit is taking place, as specified in the construction drawings and specifications. Contractor shall conduct an air survey and report all results for the existing air handler unit prior to demo as well as an air survey for the new unit upon installation completion. The Facility will be occupied and operational during the performance of the work. Portions of the scope may require after hours, overnight work and/or weekend work. Abatement of Hazardous materials is required.

1. Deferred Maintenance FY 21-22 CHS A2-156 AHU-20 Replacement (#6742020): The University proposes to replace AHU-20 located on the A-floor in Mechanical Room A2-156 of CHS (approximately 544 sq. ft of space). The project will require MEP and Structural work. The proposed project will reduce maintenance cost, yield more reliable comfort for building occupants and allow for greater energy efficiency. The unit serves 80 rooms respectively. The unit is past its useful life and is inaccessible to maintain. The project scope includes but is not limited to demolishing the existing mechanical air handler unit AHU-20 and associated controls ducts, hangars and mounting hardware, condensate lines, and hydronic piping, pneumatic controls, and wall damper. It also includes dismounting and relocating the existing exhaust fan with provision of new exhaust to duct, core drilling a 6" diameter through existing floor slab for new condensate line. The space will reuse the existing floor sink for condensate drain from the cooling coil. It also includes the provision of all new ductwork; (1) new air handler unit; a new wall-mounted mechanical control panel and integration with the existing BMS, new AHU testing and balancing with a report documenting all results; running conduit with control wires to respective control devices; provision of new CHWS, CHWR and Steam to coils and provision of a new disconnect switch and breaker for the new AHU. The project scope also includes the provision and installation of a temporary air system as specified in the construction drawings and specifications while construction of the new Air Handler Unit is taking place. Contractor shall conduct an air survey and report all results for the existing air handler unit prior to demo as well as an air survey for the new unit upon installation completion. PREQUALIFICATION OF PROSPECTIVE BIDDERS: The University has determined that bidders who
submit bids on these projects must be prequalified.
Prequalified bidders will be required to have the following California current and active
contractor's license:
C-20 License (Warm-Air Heating, Ventilating & Air-Conditioning)
GENERAL DESCRIPTION OF WORK: University is seeking to prequalify a pool of prime contractors
who, once successfully prequalified, will be the only contractors allowed to bid as prime
contractors on the below-listed projects:

Estimated construction cost is $1,100,000.00
COMBINED BIDS: As will be further detailed in the bidding documents, when issued, the Work of the
Contract will be divided into (2) bid projects. Separate lump sum base bids will be requested for
each of the bid projects. University will determine the low bidder on the basis of the combined
lump sum bid plus other factors specified in the bidding documents. University and the apparent
lowest responsible bidder will sign a separate Agreement for each project. Unless specified
otherwise, all requirements of the Contract Documents shall apply separately to each individual
project. Contractor shall make all submittals including, without limitation, Payment and
Performance Bonds, Certificates of Insurance, Project Cost Breakdowns, Schedules, Applications
for Payment and Certified Payrolls separately for each of the projects.
PREQUALIFICATION SCHEDULE: On January 23, 2024, prequalification documents will be available to

MANDATORY PREQUALIFICATION CONFERENCES: A Mandatory Prequalification Conference will
be conducted via ZOOM on February 1, 2024 beginning promptly at 10:00 a.m. and again on
February 14, 2024 beginning promptly at 10:00 a.m. Only bidders who participate in at least one
of the Conferences in its entirety will be allowed to submit prequalification documents and, if
prequalification is achieved, bid on the Project as prime contractors. Participants must arrive at or
before the above-specified time. Persons arriving later than said time will not be allowed to submit
prequalification documents or submit bids as prime contractors. For further information, contact

NOTE: Attendee shall be a staff member of the prime contractor bidder’s firm who will be
actively involved in responding to this Prequalification, and who is highly

Any person or entity not satisfied with the outcome of the prequalification must file a writ
challenging the outcome within 10 calendar days from the date of the University's written notice
regarding prequalification determination. Any assertion that the outcome of the prequalification
process was improper will not be a ground for a bid protest.
The dates, times, and location set for receiving and opening of bids will be set forth in an
Advertisement for Bids.
The University reserves the right to reject any or all responses to Prequalification Questionnaires and to
waive non-material irregularities in any response received.
All information submitted for prequalification evaluation will be considered official information acquired in
confidence, and the University will maintain its confidentiality to the extent permitted by law.
Every effort will be made to ensure that all persons have equal access to contracts and other business
opportunities with the University within the limits imposed by law or University policy. Each Bidder may be
required to show evidence of its equal employment opportunity policy. The successful Bidder and its
subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding

This project is subject to compliance monitoring and enforcement by the Department of Industrial
Relations.
The successful Prequalified Bidder shall pay all persons providing construction services and/or any labor
on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and
shall comply with all applicable federal, state and local working condition requirements.
