Project Description Subject to conditions prescribed by the University of California, Los Angeles, sealed bids for a Job Order Contract are invited from Prime Contractors for the following work:

University is seeking to hire a Contractor for renovation work that will be delivered by Job Order Contracting (JOC). As described in more details in the Bidding Documents, Work under the JOC will be limited to general construction work involving one or more building trades where the value of each job performed is between $100,000 and $500,00.00, where the project is identified as a Capital Project funded and approved by the Hospital Capital Equipment Committee as a part of the Medical Systems allocation of Capital resources, and where the work is performed only in the below-listed buildings: A. Ronald Reagan UCLA Medical Center, B. 200 Medical Plaza Building C. 300 Medical Plaza Building D. West Medical Building E Portions of the CHS Building, Levels A and B, Occupied by the UCLA Health System F. This contract shall not limit the ability for UCLA Health to self-perform work with its own internal
University employees.
The Job Order Contract will have a Maximum Contract Value of $4,000,000.00 for the 1-year
Base Term, and $4,000,000.00 during each 1-year Option Term, if exercised by University.
Job order contracting (JOC) platform supported by Simplebid™ system and support services.

Bid Security in the amount of $25,000 shall accompany each Bid. The surety issuing the Bid
Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of
Civil Procedure Section 995.120).
MANDATORY PRE-BID CONFERENCE: A mandatory Pre-Bid Conference will be conducted on January
9, 2024 beginning promptly at 10:00 a.m. Only bidders who participate in the Conference in its
entirety, will be allowed to bid on the Project as prime contractors.
Mandatory Pre-Bid Conference via ZOOM: The mandatory Pre-Bid Conference will be
conducted via ZOOM and shall begin promptly at 10:00 a.m. Participants must log onto the
ZOOM meeting at or before 10:00 a.m. (See ZOOM meeting instruction below.) Persons logging
in later than said time will not be allowed to bid on the Project as prime contractors.

PREQUALIFICATION: To be allowed to submit a bid, Bidders must have the minimum experience set
forth in the Prequalification Questionnaire contained in the Bidding Documents and posted on the
UCLA Online Planroom website. Bidder's completed Prequalification Questionnaire must be
received at the above-listed University Contracts Administration office in a sealed envelope, or
uploaded to the UCLA Online Planroom website, no later than:
3:00 p.m., January 16, 2024
The University selected Facility Optimization Solutions (FOS) of Cannon Design’s (Consultant) Job Order
Contracting Solution for this project, which includes Consultant’s proprietary Simplebid™ JOC software
applications (JOC Applications) and construction cost data (the Simplebid™ Book), which shall be used
by the Contractor to prepare and submit Job Order Schedule of Values, subcontractor lists, and other
requirements specified by the University. The Contractor shall be required to execute FOS of
CannonDesign’s End-User License Agreement (EULA).
Every effort will be made to ensure that all persons have equal access to contracts and other business
opportunities with the University within the limits imposed by law or University policy. Each Bidder may be
required to show evidence of its equal employment opportunity policy. The successful Bidder and its
subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding
Documents and to pay prevailing wage at the location of the work.
In addition, the University is committed to promoting and increasing participation of small business
enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services
covered under the awarded agreement, subject to any and all applicable obligations under state and
federal law, and University policies. The awarded contractor shall make best efforts to provide qualified
SBEs and DVBEs with the maximum opportunity to participate. Please email

The work described in the contract is a public work subject to section 1771 of the California Labor Code.
No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the
performance of, any portion of this project, unless registered with the Department of Industrial Relations
pursuant to Labor Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial
Relations.
The successful Bidder shall pay all persons providing construction services and/or any labor on site,
including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall
comply with all applicable federal, state and local working condition requirements.
