Project Description Subject to conditions prescribed by the University of California, Los Angeles, responses to the University's prequalification documents for a Lump Sum contract are sought from prospective Broadcast Integrator subcontractors for the following project:

The project would provide Power Five NCAA sports facility Electrical power and Broadcast cabling and equipment infrastructure improvements at Pauley Pavilion (Basketball, Volleyball, and Gymnastics), Jackie Robinson Stadium (Baseball), Annenberg Stadium (Soccer), and Easton Stadium (Softball) to support UCLA’s joining the Big Ten Conference and produce multiple simultaneous live broadcasts of UCLA Athletic competitions for the Big Ten Network’s B1G+ digital platform.

At each of the four (4) sports existing facilities, the project would install and support required upgrades of the existing broadcast communication cabling, camera stations, junction box event panels, television reception panels. Existing conduit infrastructure will also be utilized at each facility to run the new broadcast cabling. A mobile broadcast studio unit with broadcast equipment, provided by the University, will tie into each facility's power and distribute the signals and feeds to the existing campus fiber optics network to be able to distribute back to the Big Ten Network’s main studio in Chicago for distribution.

At each existing facility, the project will provide power connections for each camera location and junction box event panels, and television reception panels from an existing electrical substation. Electrical conduit infrastructure and trenching will be provided to support the new broadcast communications cabling and provide power distribution infrastructure within each facility. Existing conduit infrastructure will also be utilized at each facility to run the new broadcast cabling.

Work may be sequenced and phased to maintain existing site occupant and facility operations. Night work will be necessary at Pauley Pavilion to maintain existing site occupant and facility

Broadcast Integrator Description: Furnishing and installing Broadcast Cabling and Equipment Systems at the four existing facilities. Each facility will consist of Junction Box Trucks (JBT’s) located at multiple camera positions and a Television Reception Panel (TVRP). Additional work includes confirming the above work will be fully functional and compatible with University provided mobile broadcast studio units and a Press Box interface rack.

PREQUALIFICATION OF PROSPECTIVE SUBCONTRACTORS: The University has determined that
Broadcast Integrator subcontractors who submit bids to prequalified prime contractors on this project
must be prequalified.

Prequalification of Prime Contractors: Additionally, University has determined that Prime
Contractor bidders must also be prequalified, which shall occur under separate cover.
Prime Contractors who wish to self-perform Broadcast Integrator trade work shall be
required to submit subcontractor prequalification documents as specified in these
prequalification documents. University will post a list of prequalified prime contractors and
prequalified subcontractors on the University’s website. Only prequalified Broadcast
Integrator subcontractors will be approved by University for use in the below-designated
portion of the work.
Prequalified Broadcast Integrator subcontractors will be required to have one of the following
California contractor's licenses:
C-10 License (Electrical) or C-07 License (Low Voltage Systems)
DESCRIPTION OF WORK:

MANDATORY PREQUALIFICATION CONFERENCE: A Mandatory Prequalification Conference will be
conducted via ZOOM on January 23, 2024 beginning promptly at 10:00 a.m. Only subcontractors
who participate in the Conference in its entirety will be allowed to submit prequalification
documents and, if prequalification is achieved, submit bids to prime contractors on the Project.
Participants must arrive at or before the above-specified time. Persons arriving later than said
time will not be allowed to submit prequalification documents or submit bids as prime contractors.

NOTE: Attendee shall be a staff member of the prime contractor bidder’s firm who will be actively
involved in responding to this Prequalification, and who is highly knowledgeable of the

SUBMITTAL DEADLINE: Each subcontractor’s completed Prequalification Questionnaire and
associated documents must be received at the above-listed University Contracts Administration
office in a sealed envelope, or uploaded to the UCLA Planroom website, no later than:
3:00 p.m., January 30, 2024
NOTE: Only hard copy submittals or submittals uploaded to the UCLA Planroom website will be
accepted. Oral, telephonic, electronic mail (e-mail), facsimile, or telegraphic Prequalification
Questionnaires are invalid and will not be accepted. Only University’s Prequalification
Questionnaire (and associated documents) will be accepted. University reserves the right (but is
not obligated) to request, receive, and evaluate supplemental information after the above time
and date at its sole determination.
Any person or entity not satisfied with the outcome of the prequalification must file a writ
challenging the outcome within 10 calendar days from the date of the University's written notice
regarding prequalification determination. Any assertion that the outcome of the prequalification
process was improper will not be a ground for a bid protest.
The dates, times, and location set for receiving and opening of bids will be set forth in an
Advertisement for Bids.
The University reserves the right to reject any or all responses to Prequalification Questionnaires and to
waive non-material irregularities in any response received.
All information submitted for prequalification evaluation will be considered official information acquired in
confidence, and the University will maintain its confidentiality to the extent permitted by law.
Every effort will be made to ensure that all persons have equal access to contracts and other business
opportunities with the University within the limits imposed by law or University policy. Each subcontractor
may be required to show evidence of its equal employment opportunity policy. Subcontractors will be
required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay
prevailing wage at the location of the work.
In addition, the University is committed to promoting and increasing participation of small business
enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services
covered under the awarded agreement, subject to any and all applicable obligations under state and
federal law, and University policies. The awarded contractor shall make best efforts to provide qualified
SBEs and DVBEs with the maximum opportunity to participate. Please email

The work described in the contract is a public work subject to section 1771 of the California Labor Code.
No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the
performance of, any portion of this project, unless registered with the Department of Industrial Relations
pursuant to Labor Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial
Relations.
The successful Prequalified subcontractor shall pay all persons providing construction services and/or
any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per
hour) and shall comply with all applicable federal, state and local working condition requirements.
