Inquiry #24-111
Sealed PROPOSALS will be received for the construction of the SGU AIRPORT TERMINAL
REMODEL PROJECT (RE-BID), Inquiry #24-111, located at the St. George Regional Airport,
St. George, Utah. PROPOSALS must be submitted in a sealed envelope prior to 2:00 pm (MDT),
until Thursday, March 7, 2024 to:

Each sealed envelope containing a PROPOSAL must be plainly marked on the outside SGU
Airport Terminal Remodel Project (Re-Bid), Inquiry #24-111.
The PROPOSALS shall be opened in an electronic meeting. Notice for the PROPOSAL opening
shall be sent to everyone on the Plan Holders List prior to the PROPOSAL opening. Please note
that any late proposals for any reason will NOT be accepted.
Pre-Proposal Site Meeting. No pre-proposal site meeting will be held. If contractors wish to
visit the site prior to submitting a PROPOSAL, they can schedule a visit by calling Adam Acree,
435-632-9980.
Contractors wishing to submit a PROPOSAL are encouraged to visit the project site and become
familiar with the existing site conditions.

The PROPOSAL includes the following:
Airport Terminal Remodel Project (Re-Bid)
Schedule I – Terminal Remodel
Schedule II – Tenant Kitchen Equipment
The main items of work involved in the proposed project are:
The second floor will be renovated to include a new commercial foodservice and bar station
operated by Tailwind Concessions. An existing planning room on the second floor will be
transformed to include refrigeration, freezer, and dry food storage, as well as a new water heater
and mop sink.
The plumbing, electrical, and mechanical systems will be upgraded to handle the new foodservice
and bar areas. A new waste line and grease interceptor will be added and will tie into the existing
sewer main in front of the terminal building. The new utilities will tie into the existing building’s
system.
The new kitchen area will require all necessary commercial kitchen equipment including hand
sinks, a three-compartment sink, refrigeration, and a countertop cooking unit. Both the food service
and bar areas will contain a point of sale and custom casework. The bar will include drink serving
equipment, refrigeration, and a glasswasher.
Minor finishes are to be completed, including removing the existing carpet flooring in the kitchen
and existing planning room and sealing the concrete beneath and replacing the kitchen’s existing
acoustic ceiling tiles with Foodservice Grade ones.
The first floor will need minor work with removing a single wall and adding in a new one with a
secure double door where noted to account for secure ADA access to the second floor.
Construction for this project is expected to take 90 Calendar Days.
All CONTRACTORS who submit a PROPOSAL are required to be on the Plan Holders List.
Addenda will only be provided to the plan holders that are on the Plan Holders List.

Contractor’s Statement of Qualifications. The CONTRACTOR is required to provide all
information and any relevant examples related to experience completing the following:
1. Work completed in foodservice establishments.
2. Work completed on airports.
3. Work completed with the City of St. George, Utah.
Proposal Conditions. The CONTRACTOR is required to provide all information as required
within the Contract Documents. The CONTRACTOR is required to submit a lump sum
PROPOSAL for Airport Terminal Remodel Project (Re-Bid) or as otherwise detailed in the
Information for Contractors.
Proposals may be held by the City of St. George for a period not to exceed 60 days from the date
of the proposal submittals for the purpose of evaluating proposals prior to award of contract.
Proposal Bid Bond. The 100% performance – labor and materials bond will be required on this
project. Every PROPOSAL shall be accompanied by a proposal bid bond in the amount of 5% of
the proposal, naming the City of St. George as oblige, this proposal bid bond must be issued by a
surety company licensed to do business in the State of Utah and be on a bond form acceptable to
the City of St. George.
Certificate of Legal Work Status. As required by St. George City Code 1-10B-14 a signed
certificate of legal work status for the CONTRACTOR must accompany the PROPOSAL.
City of St. George reserves the right to reject any, or all PROPOSALS, or to waive any formality
or technicality in any PROPOSAL, in the interest of the City.
Performance & Payment Bond. The successful bidder will be required to furnish separate
performance and payment bonds each in an amount equal to 100% of the contract price.
Title VI Solicitation Notice. The City of St. George, in accordance with the provisions of Title
VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations,
hereby notifies all contractors or offerors that it will affirmatively ensure that any contract entered
into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and
fair opportunity to submit bids in response to this invitation and will not be discriminated against
on the grounds of race, color, or national origin in consideration for an award.
