THE HOUSING AUTHORITY OF THE CITY OF MILWAUKEE will receive an electronic

HEARING OFFICER SERVICES
I. INVITATION
The Housing Authority of the City of Milwaukee (hereinafter referred to as HACM)
invites proposals for services to be performed by qualified attorneys licensed in the
State of Wisconsin to comply with the U.S. Department of Housing and Urban
Development’s regulations regarding public housing grievance procedures and for
informal hearings. The services will include: (1) conducting public housing grievance
hearings as the chair of a grievance panel; and (2) author the written findings of the
panel and decisions.
The scope can also include acting as a hearing officer for other informal hearings for
public housing as well as informal reviews for the rent assistance program upon
request. In this role for these hearings, there is no panel - you would be the sole
decision maker and author of written findings and decisions for these informal hearings.
Additional details regarding all types of hearings are included in III. Scope of Services
below.
A Proposer must provide a response to the Grievance panel hearing officer. The
Proposer may also include in their proposal acting as a hearing officer for informal
hearings and informal reviews if they wish. In your proposal, you may propose different
pricing for the grievance hearings for public housing vs. the informal hearings and
informal reviews.
The term of the contract resulting from this Request for Proposal will be for one year
with up to four one-year terms upon mutual consent of both parties. The successful Firm
shall be prepared to provide services as they are required and when requested
following the “Notice to proceed”.
This work will include funding from the U.S. Department of Housing and Urban
Development (HUD). The Firm will be responsible for adhering to appropriate federal,
state, and local regulations.

II. BACKGROUND INFORMATION
HACM is a state-chartered organization that has been in existence since 1944 and is
governed by a seven-member Board of Directors that meets monthly. HACM manages
over 5,200 housing units and another 5,800 Section 8 vouchers. The annual budget is
over $89 million, and the staff includes 200 full-time equivalents. HACM is an
internationally recognized leader in affordable housing and has received numerous
awards, including the National League of Cities Municipal Excellence (Gold Award)
(2007), World Leadership Award (2005), American Planning Association (2003), and
Innovations in American Government (2000 Finalist). The Housing Authority’s annual
budget includes various programs: Low Rent Public Housing, Section 8 vouchers,
Capital Fund Program (including Replacement Housing Factor Funds), CNI, Resident
Opportunity and Family Self-Sufficiency grants, low income housing tax credits, as well
as foundation grants
III. SCOPE OF SERVICES
HACM seeks proposals from qualified attorneys licensed and in good standing in the
State of Wisconsin to serve as a Hearing Officer to chair the Public Housing Review
Board panel which hears grievances from public housing residents. HACM’s goal is to
select a pool of one or more attorneys that can serve in this capacity for HACM.
In the Code of Federal Regulations, 24 CFR Part 966 Subpart B includes regulations
regarding grievance procedures. This section of the regulations sets forth the
requirements, standards and criteria for a grievance procedure to be established and
implemented by public housing agencies (PHAs) to assure that a public housing tenant
is afforded an opportunity for a hearing if the tenant disputes within a reasonable time
any PHA action or failure to act involving the tenant's lease with the PHA or PHA
regulations which adversely affect the individual tenant's rights, duties, welfare or status.
HACM has established written Resident Grievance Procedures that explain the
grievance process (See Attachment A) for a copy of HACM’s Resident Grievance
Procedures. Each grievance hearing is conducted by a panel of three individuals that is
made up of: (1) an attorney that does not have any personal interest in the case being
heard who will serve as the Chairperson of the panel; and (2) two public housing
residents selected from a pool of residents who have volunteered to serve and who
meet the necessary qualifications as outlined in the Resident Grievance Procedures.
