FOR VARIOUS STATE MILITARY
DEPARTMENT PROJECTS WITHIN THE STATE OF ARKANSAS
975-RFQ-2302
The Arkansas Department of the Military is soliciting responses from qualified consultants to provide On-Call Environmental Engineering Consultant services as defined by the Arkansas Department of Transportation and Shared Services, Division of Building Authority, Minimum Standards and Criteria (DBA MSC) for:
Professional Services Required:
1. Provide environmental engineering support service for projects, studies, or permit modification to include a wastewater collection system, wastewater treatment plant, and ancillary facilities.
2. Environmental engineering support service for projects, studies or permit
modifications on a water distribution system or water treatment facilities regulated by the Safe Drinking Water Act.
3. Air Emission inventories, Air Permit Modifications, and environmental engineering support for Clean Air Act regulations.
4. Environmental Condition of Property documentation including Preliminary Assessments, Environmental Baseline Studies and the remediation of sites identified by the Site investigations.
5. Provide sampling for groundwater, storm water, soil, hazardous materials and
other media as needed.
6. Engineering support services for Aboveground and Underground fuel systems including permitting and compliance issues.
7. Provide Geographical Information System (GIS) support service and capability to integrate into all forms of environmental planning.
8. Perform solid waste audits and provide support services for solid waste permitting which may include recycling facilities, solid waste transfer stations, tire storage facilities, and composting facilities.
9. Develop and update Natural Resources, Forestry, Wetlands, Wildlife, Wildland Fire, Erosion, and Cultural Resource Management Plans. Conduct Flora, Fauna, Forestry Wetland and Threatened and Endangered species surveys. Habitat restoration and invasive species management.
10. Asbestos, Radon and lead-based paint assessment in facilities which may include monitoring of abatement procedures of facilities.
11. Preparation of Environmental Assessments, Environmental Impact Statements and other environmental planning documentation in accordance with the National Environmental Policy Act.
12. Clean Water Act related environmental support services to include groundwater, storm water, wetlands, permitting requirements, and non-point source pollution studies effecting surface water.
13. Contractor may be tasked with providing administrative, technical and
environmental engineering support services for other environmental media not specified in this listing.
Responses received for this RFQ will be used to screen prospective consultants and select finalists for interview in accordance with the DBA MSC. The Agency reserves the right to award one or more contracts under this solicitation if deemed in the best interest of the State.
The deadline for submitting detailed responses to this RFQ will be 3:30pm on March 30, 2023.
