QUALIFICATIONS
The City of Alma, Arkansas is soliciting bond counsel services for a project to upgrade the city’s water treatment plant located at 643 City Park Rd, Alma, Arkansas 72921. The project will be funded by the Drinking Water State Revolving Fund (DWSRF) program. The bond counsel services will be in accordance with the Arkansas Department of Agriculture Natural Resource Division’s (ANRD) requirements for this program and will consist of, but not be limited to the following:
1. Assistance with the preparation of a bond ordinance to be enacted according to Arkansas state law and ANRD and DWSRF program requirements;
2. Preparation of a Bond Purchase Agreement that sets forth the terms and conditions that the city must meet to obtain funding in accordance with ANRD and DWSRF program requirements;
3. Arranging a loan closing including an initial disbursement request in accordance with ANRD and DWSRF program requirements.
Interested firms will be required to submit two hard copies and one electronic copy (pdf) of the Statement of Qualifications (maximum 10 printed pages, excluding cover and a one-page cover letter) for the project that includes:
1. Identification of the legal name, office locations(s), and principal owner(s) or partner(s) of the firm;
2. A statement of the proposer’s understanding of the project and the requirements of the ANRD and the DWSRF program;
3. A list identifying the location, owner, cost, brief descriptions, and description of work which is comparative in nature to the project considered under this Statement of Qualifications;
4. A resume of the qualifications and experience of each member of the proposer’s staff and any other consultants who may be employed for this project.
Procedures for selection of a firm will be in accordance with federal and state procurement requirements. All responses will be evaluated in terms of specialized experience and technical competence, past performance on similar projects, capacity, and capability of the firm to perform the work, and proximity to and familiarity with the project area.
Statements of Qualifications must be submitted to Mr. Mark Yardley, Alma Public Works Director, 811 Fayetteville Avenue, Alma, AR 72921 no later than 2:00 pm on Tuesday, April 9, 2024. Expenses associated with the preparation and reproduction of the Statement of Qualifications will be borne by the submitting firm.
