ADVERTISEMENT FOR BIDS
Separate sealed BIDS for the construction of Water Tank Improvements will be received by the City of Ogden, AR at the office of Spears Engineering Company at 3605 Jefferson Ave, Texarkana, Arkansas 71854 until 2:00 P.M. on Friday, March 8, 2024, and then at said office publicly opened and read aloud. No bid shall be submitted by means of facsimile machine or similar equipment.
The scope of work consists of furnishing all materials, labor, and all activities required for performing miscellaneous welding repairs, blasting and re-coating the interior and exterior of the elevated water tank as well as provide the following improvements: increase the length of the overflow pipe, replace a control valve, replace man access on riser, install a tank mixing system, install a SCADA system, and a chlorine scale system all as shown on the plans.
Information and Bidding Documents for the Project (in PDF form at no charge) can be obtained by contacting Spears Engineering Company at the following e-mail address and/or phone number: office@spearsengineering.com / (870) 774-3204.
Prospective Bidders are urged to register with Spears Engineering Company as a plan holder, even if Bidding Documents are obtained from a plan room or source other than that indicated above in either electronic or paper format. Plan holders will be updated periodically via e-mail with addenda, lists of registered plan holders, and other information relevant to submitting a Bid for the Project.
Bound copies of the BIDDING DOCUMENTS may be obtained at Spears Engineering Company, 3605 Jefferson Ave., Texarkana, AR 71854, (870) 774-3204 upon payment of $50.00 for each set. No deposit will be refunded.
The owner reserves the right to waive any informalities or to reject any or all bids. Bidders may not withdraw their bids within 60 days after the date of bid opening and must provide bid bonds as required. All bidding processes shall be in accordance with State law.
Contractors shall refer to the Arkansas State Licensing Law for Commercial Contractors. Resident Bidders refer to Act 150 of the 1965 Acts of the Arkansas Legislature. Non-Resident bidders refer to Act 162 of the 1987 Acts of the Arkansas Legislature.
Contractors must be registered with the System for Award Management (SAM) prior to obtaining a contract and/or agreement with a project receiving Federal and/or State funding.
This project is being funded, in whole or in part, under the American Rescue Plan Act of 2021 (ARPA); therefore, all regulations and requirements of the Act shall be mandatory for the duration of this project.
Pursuant to Ark. Code Ann. ยง22-9-203, the Owner encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.
