CITY OF MOUNTAINBURG, ARKANSAS, NORTH CENTRAL CRAWFORD COUNTY WATER SYSTEM IMPROVEMENTS
General Notice
The City of Mountainburg, Arkansas (Owner) is requesting Bids for the construction of the following Project:
North Central Crawford County Water System Improvements
HWEI Project No. 2017060
Bids for the construction of the Project will be received at the Mountainburg City Hall located at 101 Highway 71 N, Mountainburg, Arkansas 72946, until Thursday, February 22, 2024, at 1:00 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Construction of the North Central Crawford County Water System Improvement including rehabilitation of three (3) of the City of Mountainburg’s existing potable water pump stations, construction of a new potable water pump station, construction of three (3) potable water storage tanks, and installation of potable water distribution piping and appurtenances.
Separate Bids will be received for the following Contracts:

I. Water Line Improvements I – Main No. 7B, Main No. 8B, Extension 8-1B, Extension No. 8-1C, Main No. 10 and all Main No. 10 Extensions - 27+ miles of 6”, 4”, and 3” water lines and appurtenances
II. Water Line Improvements II – Main No. 9 and all Main No. 9 Extensions, Main No. 11 and all Main No. 11 Extensions, and Main No. 12 and all Main No. 12 Extensions - 37+ miles of 6”, 4”, and 3” water lines and appurtenances
III. Pump Station Improvements
)IV. Water Storage Tank Improvements I – Two (2) 100,000-gallon ground storage reservoirs
V. Water Storage Tank Improvements II – One (1) new 100,000-gallon elevated reservoir
Obtaining the Bidding Documents

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. -12:00 p.m. & 1:00 p.m. – 5:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Electronic copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $22.00 for each set
Bidding Documents may be purchased from the Issuing Office. A complete set of Bidding Documents includes one (1) electronic copy of Specifications and Construction Plans. Upon Issuing Office’s receipt of payment, a complete set of Bidding Documents will be made available for download.
Pre-Bid Conference
A non-mandatory pre-bid conference for the Project will be held on Tuesday, February 6, 2024, at 10:00 a.m. at Mountainburg City Hall located at 101 Highway 71 N, Mountainburg, Arkansas. Attendance at the pre-bid conference is encouraged but not required.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
The following waivers apply to this Contract:

Minor Components, and
Pig iron and direct reduced iron, and
