INVITATION TO BID
Separate sealed bids for Oak Grove Water Users Association Water System Improvements, HWEI Project No. 2021131, will be received by Oak Grove Water Users Association at Hawkins-Weir Engineer, 110 South 7th Street, Van Buren, AR 72956 until 10:00 a.m. (local time), on November 21, 2023, at which time and location bids will be opened publicly and read aloud. Bids shall be addressed “Oak Grove Water Users Association, 502 Pleasant Valley Road, Van Buren, AR 72956” and shall be labeled “Bid for Oak Grove Water Users Association Water System Improvements”. Bidders shall include their Arkansas license number on the outside of their sealed bids. Any bid received after the scheduled opening time will be returned unopened.
This project includes the construction of a potable water pump station (Bid Schedule I), a 500,000 gallon multi-column steel elevated water storage tank (Bid Schedule II), and replacement of approximately 1,170 water service meters including automatic meter reading (AMR) integration (Bid Schedule III).

Prospective Bidders must download contract documents through Quest Construction Data Network. This can be done via a link on www.Hawkins-Weir.com and/or at www.QuestCDN.com . QuestCDN is a web-based platform for advertisements, bid document distribution, plan holder lists and all information pertaining to the bid. Prospective bidders should register at www.QuestCDN.com for a free ‘Regular’ membership. Enter the Quest Number 8809116 to access the bidding information on the search page. There is a $22.00 nonrefundable download delivery fee for the bidding documents. Bids will not be accepted from any prospective bidder who has not purchased contract documents through QuestCDN. Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. Information regarding the number of Addenda that have been duly issued can be obtained from Hawkins-Weir Engineers.
Each Bidder must deposit with their Bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders.
All Bidders must be licensed in conformance with the Arkansas State Licensing Law for Commercial Contractors as defined in Arkansas Code 17-25-101 and related statutes.
The Oak Grove Water Users Association reserves the right to waive any informalities and reject any and all Bids. Bids shall remain firm for a period not to exceed 60 days from the Bid opening date.
This publication was paid for by the Oak Grove Water Users Association, and the cost of the publication is $518.10 per Arkansas Code 14-55-208 and related statutes.
