SUNY Upstate intends to enter into a revenue agreement with a financial institution to have ATM machines placed on campus. The financial institution will pay SUNY Upstate Medical University a monthly fee for rental space of areas in which ATMs are located. A Sealed Bid will not be held. This procurement is subject to NYS Finance Law §139 j&k, AKA the Lobbying Law.
Therefore, vendors are cautioned that the only permissible contact for this
procurement is the individual listed below. Contacting any other individuals at
Upstate in connection with this advertisement may constitute a violation of New
York State Finance Law. Failure to comply with this requirement can range from no
contract award to debarment from sales to any NYS Agency.

Vendors responding to this advertisement shall be required to complete and submit
applicable documents related to Vendor Responsibility, NYS Finance Law §139 j&k,
and New York State’s Tax Law Section 5-a.
Vendors responding to this advertisement must submit valid and current NYS
Workman’s Compensation and Disability Forms.

Upstate University requires quotes for five (5) assigned areas on the campus for designated ATM use. The areas for ATM placement are

1. University Hospital Main Lobby- This will be the only full functioning ATM
2. Community Campus- Dispensing Only
3. Campus Activities Building- Dispensing Only
4. Weiskotten Hall- Dispensing Only
5. Upstate Golisano Children's Hospital- Dispensing Only

The Attached RFQ must be returned to the designated contact person.
