State University of New York College of Environmental Science and Forestry will receive sealed Bids for our 2024-2027 Term Contracts for Trades.

These are three-year term contracts for time and material work and services for the following trades categories: For ESF Main Campus, Heiberg Forest, Tully Forest and Lafayette Road Experiment Station (Onondaga County) : General Contractor, Concrete/Masonry, Data/Communication, Electrical – low voltage less than or equal to 480v, Electrical – high voltage 480v - 13.2kv, Fire Alarm, Fire Protection/sprinklers, Environmental Abatement, Glass/Windows, HVAC/Mechanical, Moving, Plumbing, Roofing, Site Work/Under Ground Utilities; For Thousand Islands Biological Station, Wanakena Campus (Ranger School), Cranberry Lake, Warrensburg/Huntington Forest (Newcomb) Campuses (Jefferson, St. Lawrence, Essex, Warren, and Hamilton Counties): General contractor, HVAC/Mechanical, Plumbing, Electrical, Roofing, Glass/Windows.

Bids will be received until 2:00 p.m . Local Time on January 25, 2024. S ubmission of two original executed copies of the Bid Form per trade category and all attachments specified in the Information to Bidders are required in a sealed envelope marked accordingly.

Sealed bids shall be submitted and mailed to Attn: Katherine Hobbs, SUNY College of Environmental Science and Forestry, Division of Sustainable Facilities and Operations, Facilities Planning, Design & Construction, 1 Forestry Drive, Syracuse, NY 13210 or hand- delivered to Attn: Katherine Hobbs, 210 Physical Plant, 307 Stadium Place, Syracuse, NY 13210. Bids will be opened publicly in the SUNY ESF Main Campus Physical Plant Operations Building Conference Room .

For each proposal submitted, the following information will be read aloud: 1) name of contractor; 2) trade category for which they are bidding; and 3) the markup percentages entered on the Bid Form. SUNY ESF will review all bids and verify accuracy of minimum qualifications and submission of all required documents. Bidders will be formally notified of the official results in writing after the bid opening.

The term contracts will be signed with selected contractors for the specified period of time to engage and complete numerous defined projects each with a value of $75,000 or less. Each separate project will be called a “RELEASE”. The Term Contract will be issued for a period of three years. SUNY ESF will award one contract for each trade category. Contractors may bid on multiple Trade Categories, if qualified.

An optional pre-bid conference will be held at 1:30 p.m. local time on Wednesday, January 10, 2024 at SUNY ESF, Marshall Hall Room 24, 1 Forestry Drive, Syracuse, NY 13210, at which time the University will consider questions on bidding. Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders including completed Bid Form, proof of Minimum Qualification, New York State Finance Law §§139-j and 139-k, Vendor Responsibility Questionnaire.

It is the policy of the State of New York and the State University of New York to encourage minority and women-owned business enterprise and service disabled veteran owned business participation in this project by contractors, subcontractors and suppliers, and all bidders are required to make a good faith effort to meet diversity goals as follows: 30% MWBE, 6% SDVOB.

The State University of New York reserves the right to reject any or all bids.
