NOTICE TO BIDDERS

Sealed bids for Park Office And Restrooms at Selkirk Shores State Park, Town of Richland, Oswego County, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), via email at MidState.Capital.Procurement@parks.ny.gov . Electronically submitted bids must only be attached in PDF format– hyperlinks will not be accepted. Note: There is a 20MB limit when submitting attachments via email. If email is not an option for the bidder an alternate address will be provided upon written request to a designated contact. Deadline for bid submission is 1:00 PM local time, April 3, 2024. Sealed bids will be publicly opened and read via WebEx only at 1:30 PM local time, April 3, 2024. The Contract D number should be clearly marked in the subject line of your email, along with the words “BID SUBMISSION”. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by a scanned Bid Security in the form of a certified check, bank check, or bid bond in the amount of:

General Contract D006166: $300,000.00, Three Hundred Thousand Dollars and 00/100.

Electrical Contract D006167: $40,000.00, Forty Thousand Dollars and 00/100.

Mechanical Contract D006168: $15,000.00, Fifteen Thousand Dollars and 00/100.

Plumbing Contract D006169: $35,000.00, Thirty-Five Thousand Dollars and 00/100.

Note: The original hardcopy bid bonds for the two lowest bidders must be postmarked and sent via certified mail within 48 hours of receiving the bid summary from the Office.

General Construction Contract D006166:

Provide all labor, material, and equipment necessary to provide a 2,240 square foot four season Park Office and two 1,550 sf Camping Rest Room buildings. Park office will be at a new location on the entrance road closer to Rt.3. The Camping Rest Room buildings will be in new locations in the center of each camping loop including site utilities (electricity, communications conduit, sewer, propane gas, and water), and connection of building utilities as shown on the Contract Documents. Engineer’s Estimate Range: $5,527,895.00 - $7,478,915.00

Electrical Contract D006167:

Provide all labor, material, and equipment necessary for installing: all wiring, switches, outlets, boxes, light fixtures, for the new park office and camping rest rooms as shown on the contract documents. Engineer’s Estimate Range: $680,060.00 - $920,080.00

Mechanical Contract D006168:

Provide all labor, material, and equipment necessary for installing: all exhaust fans, ductwork, grills, ventilation fans, Air to Air Heat Pumps, and energy recovery units as shown on the Contract Documents. Include all required concrete mounting pads. Engineer’s Estimate Range: $268,860.00 - $363,750.00

Plumbing Contract D006169:

Provide all labor, material, and equipment necessary for installing all domestic water piping, valves, fixtures, hot water heaters and connections, as well as all sanitary piping, and sanitary connections. as shown on the contract documents. Engineer’s Estimate Range: $673,800.00 - $911,610.00

PUBLIC BUILDING LAW § 8(6)

Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,579,361 or less (maximum amount has been adjusted for inflation effective January 1, 2023). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.

PROJECT COMPLETION

The completion date for this project is 680 Days after agreement has been approved by the NYS Comptroller’s Office.

Project Milestones for Contract Completion as follows:

1. Anticipated Notice to Proceed: July 3, 2024.
2. INSTALL ASPHALT BINDER COURSE ON ROADWAYS BY NOVEMBER 15, 2024.
3. Anticipated Contract End: May 15, 2026.

Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions). Please see Article 14.10 in the General Conditions for the Schedule of Liquidated Damages per day.

EXECUTIVE ORDER No. 16

The successful bidder will be required to furnish an Executive Order No. 16 certification form prior to contract award. BONDS

The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract.

All Requests For Information (RFIs) are due by: 1:00 PM on March 20, 2024. RFIs received after this due date and time will not be processed.

There will not be a formal Pre-Bid meeting. Instead, there will be site access on March 20, 2024 from 10:00 AM until 2:00 PM for potential bidders to have visit the site. The potential bidders will be able to drive by each location planned for a new building, as well as be able to look inside the existing comfort stations. A Representative from capital will be at the park to hand out a map indicating construction site location.
