Request for Information: Acoustic Improvements in Courtrooms
Description:

The New York State Unified Court System’s Courtroom Modernization Initiative (UCS CMI) is seeking information from vendors that are qualified and interested in providing both the materials and labor for the installation of acoustical panels in courtrooms. UCS CMI is particularly interested in responses from vendors with experience working in historical buildings and in enterprise commercial environments for acoustic improvements.

The responses to the Request for Information (RFI) will be used to generate a mailing list for each county for upcoming Requests for Quotes for individual courtrooms. Please respond to this RFI if you would like to be included on those mailing lists by completing the attached form by Friday, October 20 th , 2023 at 5pm.

There are more than 250 state-level courthouses across the 62 counties of New York State. These buildings vary in their architectural complexity, age, size and construction. Many courtrooms were constructed without specific regard to proper acoustical considerations. Some buildings are historical landmarks or used in film/TV productions.

Each courtroom is different, but some of the challenges to acoustic improvements may include high-vaulted ceilings in excess of 20 feet, floor to ceiling hardwood paneling across all walls (or concrete or plastered walls), lack of carpeting on the floor (tiled or stone/marble flooring), and lack of acoustic absorbing fabric window curtains.

Some courtrooms may require a multi-phased approach of installing acoustical paneling on the ceiling, followed by installation of acoustic panels on the walls and measuring the effective improvements of each phase of work. Vendors selected to perform these installations will be expected to collaborate with CMI engineers throughout each phase of acoustical treatment to measure and discuss improvements in reverberation times and speech intelligibility.
