NOTICE IS HEREBY GIVEN, that the County of Ontario (the “County”), will receive sealed bids for Firing Range Updates (B22054). Such sealed bids must be filed with the Ontario County Purchasing Director, 20 Ontario Street, Canandaigua, New York 14424, PRIOR TO 3:00 p.m. July 6, 2023 at which time said bids will be publicly opened and read via webex.

There will be a prebid meeting held on Tuesday, June 20, 2023 at 01:30 p.m. Said meeting will be held at the Ontario County Firing Range, 2914 County Road 48, Canandaigua, New York. All interested parties are strongly urged to attend. This will be the only opportunity to view the site.

Bid forms, Drawings, and Specifications may be obtained at the office of the Ontario County Purchasing Director at the above mentioned address only (Telephone: (585) 396-4442). Hard copies will be available for a refunded deposit of $100.00 for the first set only (U.S. FUNDS). Electronic version will be available for a refundable deposit of $50.00 for the first set only (U.S. FUNDS). Cross Sections will be provided in electronic version (PDF files) only. Bidders requesting additional sets of documents must submit a separate non-refundable check for $100.00 per each additional set of documents. Checks shall be made payable to the Ontario County Treasurer. No bidder shall receive documents prior to receipt of a deposit by the Purchasing Department. No bids shall be accepted from a vendor not submitting a deposit. Bidders requesting arrangements other than U.S. Mail shall be responsible for making such arrangements and all associated costs. Deposits must be a check or cash, no credit cards are accepted or copies of checks.

Each bid shall include a bid bond in the amount of 5% of the total bid offered by the vendor. Said bid bond shall be in the form of a certified check, bond or irrevocable line of credit and is required to be included with the bid submittal.

Project Scope

The Project consists of the following separate contracts:

1. a) Construction Work
2. b) Electrical Work

General Description of Base Bid Work (Construction-Contract): Remediate lead from existing berms and provide a newly constructed backstop, berms, and range surface. Project elements include:

1. a) Provision of temporary erosion and sedimentation controls.
2. b) Clearing and grubbing of trees and vegetation in the work area.
3. c) Excavation of lead contaminated soil from the existing earthen berm backstop and other locations of the existing range.
4. d) Separation of spent lead shot from the excavated soil. Recycling/salvage of the removed lead and stabilization and testing of the excavated soil.
5. e) Provision/regrading to construct a new range back and side berms.
6. f) Provision of a new range backstop consisting of either granular rubber in a concrete crib or granular rubber in a free-standing steel structure.
7. g) Provision of concrete firing line pads.
8. h) Provision of a box beam guiderail.
9. i) Provision of an asphalt paved strip on the range surface and asphalt paving on the entrance lane that extends from the range entrance to county road 48.
10. j) Painting of range distance lines.
11. k) Provision of permanent drainage structures including two infiltration strips/rain gardens with overflow drains connected to existing drainage.
12. l) Provision of range signs, vehicle gate, and fence.
13. m) Provision of topsoil and seeding in unpaved areas of the site
14. n) Provision of underground piping, yard hydrant, and connection to an existing municipal water line and a gate valve, in compliance with the 2020 plumbing code of NY State.
15. o) Provision of underground piping sanitary lateral stub with connection to an existing sanitary sewer manhole, in compliance with the 2020 plumbing code of NY State.

General Description of Base Bid Work (Electrical-Contract): Project elements include:

1. a) Provision of outdoor range lighting stands and LED lighting.
2. b) Connection of lighting circuits to an existing panel in the existing range firearms shed.
3. c) Provision of underground conduits with pull strings for future provision of an electronic targeting system.
4. d) Provision of underground conduit with pull strings and hand holes for future construction of additional power supply to the site.
