The City University of New York, on behalf of the CUNY School of Law intends to procure electronic access to HeinOnline for the CUNY School of Law Library, to be used by faculty, staff and students.

Product Requirements : Vendor must be able to sell/resell access to the unique HeinOnline platform, including access to the following digital collections:

  • Animal Studies: Law, Welfare And Rights - A collection of philosophical books, legislative histories, government documents, analytical articles and periodicals, and more that illuminate the development of animal rights and animal-related legislation.
  • Immigration Law & Policy In The U.S. - A comprehensive database of historical and current documents on immigration law and policy, including hearings, reports, decisions, and several immigration-related acts and legislative histories.
  • Judges And The Judiciary: Exploring America's Court System - Formerly known as Congress and the Courts - A fully revamped collection compiling comprehensive resources that analyze how the complex web of judiciary structures, composition, oversight, procedures, and actions within America's court system touch the lives of everyday Americans.
  • National Conference Of Commissioners On Uniform State Laws - Featuring the most complete collection of uniform state laws ever assembled by the Uniform Law Commission (ULC).
  • New York Court Of Appeals Records And Briefs - Digital access to the records and briefs from the New York Court of Appeals Records and Briefs, starting with 96 NY2D and available in a fully searchable, image-based PDF format.
  • Religion And The Law - Religion and the Law is an extensive research platform for studying the development, history, organization, and fundamental principles of various world religions. Featuring canon law publications, materials on church and state, rare historical bibles, books, periodicals and more extending back to the 1400s.
  • United Nations Law Collection (Includes International Commission Of Jurists Library - This online database offers researchers a complete online digital international law archive of major United Nations legal publications
  • National Conference Of Commissioners On Uniform State Laws - Featuring the most complete collection of uniform state laws ever assembled by the Uniform Law Commission (ULC)
  • American Law Institute Library - A digital collection that provides easy access to invaluable American Law Institute projects and documents that have influenced modern law and society.
  • National Moot Court Competition - Access the winning records, briefs, and related organizational materials from the first to the most recent annual National Moot Court Competition
  • Additional services, such as handling subscriptions to law-related publications - Such publications tend to be published on an irregular basis so that constant information on the status of these publications is helpful to avoid unnecessary claims. For example, Gibson’s New York Legal Research Guide.

Vendor Requirements: Prospective vendors must be authorized by William S. Hein & Co., Inc. to sell/resell licenses to these services and must meet, at a minimum, the product requirements described above:

1) documentation verifying that the Vendor can meet the minimum product requirements (1-11 above)

2) a letter or other document from William S. Hein & Co., Inc. verifying the Vendor’s authority to provide these services.

Any contract that results from this advertisement shall be governed by the University’s standard Terms and Conditions, Purchase Order, and the Standard Clauses for New York State Contracts, version June 2023 (Appendix A).

Compliance with the PLA:

Under the requirements of the Procurement Lobbying Act (PLA), all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of the interested vendor through others than the Designated Contact may constitute an " impermissible contact" under NYS law and could result in disqualification of that vendor. The “Restricted Period” under the PLA has begun.

The services sought by the CUNY School of Law were not supplied by a foreign business enterprise during the three-year period immediately preceding this anticipated contract.

Required Forms : Vendor shall complete, sign and submit the following forms if they are selected.

“Offerer’s Affirmation of Understanding of and Agreement pursuant to State Finance Law §139-j(3) and §139-j(6)(b)”

“Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”
