The Village of Penn Yan, Yates County, New York, will be accepting statements of qualifications for Engineering Consulting Services on the Village’s Water Treatment Plant CT Improvements and Automation projects.

The Village of Penn Yan is looking to undertake a water system improvements project. The Village owns and operates a water treatment plant and distribution system whose water source is Keuka Lake. Within the past few years, Keuka Lake has had elevated levels of microcystin, which is a cyanotoxin that is naturally produced by cyanobacteria or blue green algae. The health advisory levels for microcystin are 0.3 for young children and 1.6 for school age and up. The Village levels are currently above 2.0 putting them above the health advisory levels. The Village is seeking an engineering firm to complete design for CT Improvements including a new Clearwell, waste tanks, and automating the plant for slower operation, as well as administer and closeout the project. The Village is anticipating utilizing various funding agencies to finance this project, and the selected engineering firm will be responsible to comply with all the various funding agency requirements.

Utilizing a qualifications-based process, the Village will select a consulting engineering firm licensed in the State of New York to design, bid, administer and close-out projects as the need arises. The selection of the consultant will be valid for a period of three (3) years from the date of Village Board approval and the Village reserves the right to renew the selected consultant contract for an additional three (3) years.

Proposals may be transmitted as two total files electronically in a PDF format consisting of a Statement of Qualifications per the requirements of the RFQ or one (1) bound copy of your qualifications statement via mail in a sealed envelope no later than 11:00am February 2, 2024, the submittal deadline date. Proposals received after that time will not be considered.

To be evaluated properly, the following must be addressed in detail:

• Qualifications – Availability of qualified personnel and capacity of the firm to carry out professional engineering services.
• Experience – Experience and technical expertise of the firm and its personnel as well as information regarding projects previously undertaken, including the types and cost of projects.
• Scope of Services – Summarize scope and type of services understanding of program and tasks.
