Description of Goods or Services to Be Bid: The Metropolitan Transportation Authority, acting by and through MTA Construction and Development Company (“MTA C&D”) seeks to engage an individual consultant (the “Consultant”) to provide services as a Transit Oriented Development Leader to assist MTA Construction and Development Company. The Development Leader shall assist MTA C&D with all aspects of acquisition, disposition, and development projects, including:

• Identifying opportunities for assemblages to develop parcels and for joint developments.
• Procuring site massing studies.
• Negotiating with public and private property owners.
• Developing negotiating strategies.
• Working with legal counsel to negotiate complex real estate documents.
• Preparing Requests for Proposals.
• Developing project estimates.
• Addressing RFP issues timely and by defined priority.
• Collecting pertinent site data, appraisals, environmental reports, massing studies, and other necessary information.
• Making presentations to internal and external stakeholders.
