General Notice

Village of Penn Yan (Owner) is requesting Bids for the construction of the following Project:
WWTP Cherry Street Headworks

Bids for the construction of the Project will be received at the Village and Municipal Offices located at 111 Elm Street Penn Yan, NY 14527, until April 4, 2024, at 2 pm local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:
The work to be completed under this project consists of the installation/construction of a new headworks building with a mechanical screen, compacting/dewatering equipment, grit removal system with classifier, a monorail crane, and demolition of the existing mechanical screen in the pump building. All necessary site restoration and improvements, piping, paving, etc. as shown on the Construction Drawings.

Bids are requested for the following Contract:
Contract 1: General Construction
Contract 2: Electrical

All bids must be accompanied by a security deposit in the amount of FIVE PERCENT (5%) of the amount of the base bid in the form and subject to the conditions provided in the Contract Documents.

Any bidder may withdraw their bid at any time before the time set for the opening of the bids. No bidder may withdraw their bid within forty-five (45) after the date of opening but may withdraw it any time prior to the scheduled closing time for reception of bids.

Printed copies of the Bidding Documents may be obtained from the Issuing Office. Contract Documents are available in the following format:

Electronic (pdf) files for a non-refundable payment of $25 (check only payable to the Village of Penn Yan.
Printed copies upon payment of a deposit of $50 per set (check only payable to Village of Penn Yan. Any Bidder requiring the plans be sent via mail shall be responsible to provide a separate check of $25 to cover the non-refundable cost of postage and handling (payable to HUNT EAS). Any bidder, submitting a sealed bid, upon returning the printed set of drawings and specifications to DATAFLOW within 30 days and in good condition, will be refunded the full deposit. Any Non-Bidder will not be refunded such deposit.
All Contract Bidders who have paid the aforesaid deposit for an entire set of Bidding and Contract Documents and have submitted a bid with required bid security; and return such sets to Dataflow Inc. Horseheads office in GOOD CONDITION within thirty (30) calendar days after the award of contract or rejection of bids, shall receive a refund of the full amount of such deposit. Any NON-BIDDER may be refunded his deposit only upon returning plans and specifications PRIOR to the bid opening. Postage and HANDLING are NOT REFUNDABLE.

Copies of the Contract Documents may be examined at no expense at the Village and Municipal Offices, 111 Elm Street Penn Yan, NY 14527, and at Hunt Engineers, Architects, Land Surveyors & Landscape Architect, DPC, 100 Hunt Center, Horseheads, New York 14845 between the hours of 9 AM and 4 PM, Monday through Friday. Documents are also available at www.HUNT-EASplans.com to view Bid Documents electronically and the current Plan Holders list.

Pre-bid Conference
A pre-bid conference for the Project will be held on March 21, 2024, at 2 pm at Wastewater Treatment Plant located at 30 Elmwood Avenue Penn Yan, NY 14527. Attendance at the pre-bid conference is encouraged but not required.
