The Development Authority of the North Country (Authority) is issuing this Invitation For Bids (IFB) for a fixed price bid for Optical Fiber Cable.

Important Dates:

March 21, 2024 by 1pm: Question Period Closes

No questions will be accepted after this date. Answers to questions will be provided as soon as possible, but no later than 3 days prior to the bid due date. Answers will be provided to all prospective bidders who have downloaded the bid package for this project from the Authority’s website. An email notification will be sent that informs bidders that new information has been posted to the Authority’s website and is available for review and download.

March 28, 2024 at 1pm: Sealed Bids Due

Sealed Bids will be accepted at the Development Authority of the North Country, Dulles State Office Building, 317 Washington Street 4 ^th floor, Watertown NY 13601 until 1pm on March 28, 2024 at which time they will be publicly opened and read.

Primary Point of Contact: Pursuant to the Procurement Lobbying Law, the Authority has designated one person who may be contacted by Bidders regarding this procurement and shall require disclosure from Bidders of persons or organizations designated, retained or employed to attempt to influence the procurement process using the “Certification Pursuant Procurement Lobbying Law” form (See Appendix B). One Contract will be awarded to the lowest Responsive and Responsible Bidder submitting a Bid that complies with all requirements. Complete details on the scope of Commodities (material goods, supplies, products, items, and parts construction items, Work, services or other standard articles of commerce requested) and other requirements can be downloaded from the Development Authority’s website at https://www.danc.org/bids by clicking on the bid name and logging in to the Authority’s Customer Portal.

The Development Authority reserves the right to reject any or all Bids received or to award partial Bids to more than one Bidder.

The Development Authority of the North Country (Authority) is a New York State Public Benefit Corporation that serves the common interests of Jefferson, Lewis and St. Lawrence Counties by providing technical services and infrastructure, which enhance economic opportunities in the region and promotes the health and well-being of its communities.

The Authority is soliciting Bids for Outdoor Optical Fiber Cable to support the Authority/ National Grid NTIA Project.

Exhibit 1 below, along with a Separate Specifications Sheet provides the Specification for the Commodities being purchased. Exhibit 2 below, provides the segment cable requirements for the project.

Pursuant to the Infrastructure Investment and Jobs Act, 2021 Pub.L.No. 117-58, 135 Stat. 429 (Nov. 15, 2021) (IIJA) including the Build America, Buy America Act, Pub. L. No. 117-58 §§ 70901-52 (BABA), as well as guidance provided by Memorandum for Heads of Executive Departments and Agencies, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assitance Programs for Infrastructure, Executive Office of the President, Office of Management and Budget (April 18, 2022) (OMB M-22-11), the Authority is a recipient of a federal financial assistance award from the U.S. Department of Commerce (DoC) and are herby required that none of the funds provided under this award may be used for Middle Mile (MM) infrastructure project unless all of the fiber optic glass and fiber optic cable used in the project is produced in the United States.

Therefore, all bidders must provide documentation that materials (fiber optic glass and fiber optic cable) to be provided under this IFB are produced in the United States.

Bids are to be provided in hard copy format, delivered in a sealed envelope and must be received by the Authority at the location and time specified in the Advertisement for Bids at which time they will be publicly opened and read.
