The Authority shall accept only those bids in electronic format for which the submission or modification is completed at the time of the Bid Due Date. Bid submissions will be accepted by upload only, at https://panynj.bonfirehub.com/portal/?tab=login and must be uploaded and received by the Authority by 2:30 PM EST on the date indicated in order to be considered.

In order to submit a bid on this project, prospective bidders must be prequalified under the B List for Request for Qualification Statements (“RFQS”) 59109 entitled Master Agreements for General Construction Services on A Work Order Basis – John F. Kennedy (JFK) Redevelopment Program, which can be found at https://www.panynj.gov/port-authority/en/business-opportunities/solicitations-advertisements/Construction.html .

Once qualified, prospective bidders may obtain contract documents by downloading the documents directly from the Bonfire platform by logging in to Bonfire after completing a one-time new vendor registration. The contract documents will be made available electronically on Bonfire to all qualified B List firms at no cost as soon as they become available.

Contract JFK-174.027 – Rehabilitation of Airport Access Roadway - JFK Expressway. Estimate Range: $3M - $5M. The Proposed project provides for the rehabilitation of the JFK Expressway that will include milling of the existing pavement and repaving with new asphalt. The project will include the adjustment of existing utility castings, drainage improvements, replacement or repair of concrete curbs, and new pavement markings. This project will extend the useful life of the Expressway by 10 to 15 years. This project may be Federally funded in whole or in part. Accordingly, all bidders and the successful Contractor will be required to comply with any and all required applicable federal provisions and requirements contained in this solicitation and resulting contract. The Disadvantaged Business Enterprise (DBE) goal has been set at 25%.

A Bid submitted by a bidder who is not qualified under the B List for RFQS 59109- RFQS-Master Agreements for General Construction Services on A Work Order Basis will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.
