Description: The Village of Franklinville (Owner) is requesting Bids for the construction of the following Project: WATER DISRIBUTION IMPROVEMENTS PROJECT Bids for the construction of the Project will be received at the Village of Franklinville Village Hall located at 19 Pennsylvania Avenue, Franklinville, New York 14737, until Thursday, September 28, 2023 at 10:00 A.M. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Approximately 20,000 ft of 6-inch and 8-inch DIP water main and associated appurtenances along Village streets to replace existing water main. This project must be substantially complete by November 1, 2024. Each bid shall be accompanied by a certified check or bid bond in the amount of five percent (5%) of the maximum amount of the bid, as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is awarded to him/her. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: www. larsondesigngoup.com/bid-plans/ Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Contact the Issuing Office, Larson Design Group, 1 West Market St, Suite 301, Corning, NY 14830, (607) 936-7076 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, with any questions pertaining to access and use of the website. Pre-bid Conference No pre-bid conference will be held for this Project. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Other Requirements The selected Contractor will be required to comply with the funding requirements of the NYS Environmental Facilities Corporation, USDA Rural Development and NYS Office of Homes and Community Renewal Community Development Block Grant (CDBG) program, as described in the Bidding Documents. Documentation demonstrating the effort to solicit MBE/WBE participation must be submitted within five (5) days of the Bid Opening. The Supplementary Conditions set forth requirements for the payment by the Contractor and its Subcontractors of minimum wage rates for all classes of laborers and mechanics as set forth by the General Prevailing Minimum Wage Rates as determined by the New York Department of Labor, Article 8 Public Work, as applicable to the Work. Davis Bacon wage rates also apply to this contract. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, and pig iron and direct reduced iron.
