The State University of New York at Binghamton intends to enter into an agreement with Waters Corporation for a Mass Spectrometer System pursuant to its authority under 163 (3) which authorizes the purchase of commodities from a consortium in lieu of using a centralized contract and without a formal competitive bid process when justified by price.

Specifications for complete system purchase:

1. Xevo TQ-S micro system,including Xevo TQ-S micro instrument (Z SPRAY API interface, Electrospray inlet probe, ESCi ionisation capability, IntelliStart fluidics, TargetLynx XS and OpenLynx application managers) with Tandem Quadrupole Analyser (inter-element beam focusing and mass range of 2-2000 amu), StepWave ion transfer optics, collision cell with high efficiency T-WAVE capability and RADAR information-rich acquisition, a low noise dynolite photomultiplier detector for both positive and negative ion mode with integral focusing optics to detect single ions and 40MS/s and 16 bit ADC electronics, vacuum system with air-cooled splitflow turbomolecular drag pump evacuating both the source and analyzer that is digitally monitored and controlled, a workstation with 23" monitor to run application software for instrument control, data acquisition and processing.

1. Acuity premier system, including integrated solvent and sample management for binary solvent delivery and sample introduction via a direct image sample manager, ACQUITY premier column manager for insulation and temperature control of ACQUITY UPLC columns between 4 and 90 degrees Celsius with two independent heat/cool zones having two columns with dimensions of up to 4.6mm I.D. and 150 mm length.

1. Software.MassLynx Application software license and licenses for TargetLynx and OpenLynx v4.1 (software and 10 additional licenses), Quanpedia database, QCMoniter, TrendPlot, Transform v4.1, MaxEnt 1 v4.1

1. Installation.Installation of the Waters TQ detector MS system with system set up, specification testing, product familiarization training, 1 year manufacturers warranty and remote services. Installation of the analytical LC-MS solvent install kit including LC-MS grade solvent kit and Waters certified container kit with chemical additives.

1. Extended warranty/Service coverage.Software contract with 2 year plan including Waters Informatics maintenance plan; FlexCHOICE service coverage for the Xevo-TQ-S micro system for seamless coverage for 36 months with standard service level, response time and maintenance visits to cover the XEVO TQ-S MICRO, ACQUITY Premier BSM, ACQUITY Premier FTN, AQCUITY Premier CMA, and ACQUITY Premier TUVTC.
