This is a REQUEST FOR INFORMATION (RFI) NOTICE open to all companies that meet all of the requirements of the SOW/Specification, Attachment (A). This RFI is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the Department of Energy (DOE) Office of Basic Energy Sciences (BES) survey available resources.

This RFI is released for the purpose of conducting market research only. This announcement shall NOT be construed as a commitment by Brookhaven Science Associates LLC (BSA) to award a Subcontract. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party shall NOT include any business confidential and/or proprietary information in its response.

BSA, operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE), herewith solicits your interest for, as outlined in Attachment (A), Sow/Specification for the INF Beamline Cabin.

Submittals to express your interest and describe your capabilities related to delivering this product must be received by BSA no later than July 7, 2023. Any offer submittal received after this time and date may not be considered.

Set-Aside or Preference: BSA is considering the feasibility of setting this aside or offering a preference to vendors that provide equal employment opportunities (“EEO”) for minority group members and women and meet one of the socioeconomic categories as determined by the Small Business Administration or a New York State certified Minority & Women’s Business Enterprises (MWBEs). Please let us know if your business falls into one of these categories.

Questions for the RFI: Please provide a statement of capabilities as it pertains to meeting the Attachment (A) SOW/Specifications with answers to the questions stated below: • Please confirm your ability to act as the prime contractor for this project? • Alternatively, if your company wishes to act as a sub-contractor, please confirm the areas of work you could undertake? • What would be the likely timescale from order to delivery for such a system? • If certain requirements cannot be met, please indicate what can be achieved and provide evidence. • Please provide information about your company’s MWBE certifications (if applicable).
