REQUEST FOR EXPRESSIONS OF INTEREST FOR DESIGN AND CONSTRUCTION OF SOLAR PHOTOVOLTAIC SYSTEMS AT NEWARK LIBERTY INTERNATIONAL AIRPORT (REOI #6000002041)

Through this Request for Expressions of Interest (“REOI”), The Port Authority of New York and New Jersey is seeking bona fide Expressions of Interest (“EOIs”) from qualified firms interested in developing solar arrays at four locations at Newark Liberty International Airport. These include (1) Ride Share Lot, (2) Building 1 Roof and/or Parking Lot, (3) Building 80 Roof and/or Parking Lot, and (4) the Top Floor of P4 Parking Structure.

The Port Authority’s issuance of this REOI begins a two-step process whereby the Port Authority will first review submitted EOIs from bona fide Respondents, and then advance qualified firms to the next phase of the procurement process, which will be the Port Authority’s issuance of a Request for Proposals (RFP) to the bona fide Respondents (referred to as “Proposers” during the RFP phase). After receipt of Proposals, the Port Authority will select the Proposals that provides the highest and best use case for the renewable electricity at these Locations, while also providing the most advantageous commercial terms and compensation to the Port Authority.

Proposers must register and create a free Bonfire account at the provided link in order to log in and download the referenced solicitation and associated information, and in order to upload proposal submissions. Registration on the Bonfire platform requires a registration that is separate and distinct from all other Authority software platforms.

It is currently anticipated that proposals shall be due by 2:00 PM Eastern Time (ET) on April 4, 2024 or as otherwise indicated in the document. The Authority shall accept only those proposals in electronic format for which the submission or modification is completed at the time of the Proposal Due Date. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
