Description: The State University Construction Fund (SUCF) is seeking Statements of Qualifications (SOQs) from Construction Management (CM) firms to provide construction management pre-construction and construction phase services via a Construction Manager Master Term Agreement. This RFQ is for CM Services for SUNY campuses located in the South Region, in the following counties: Bronx, Columbia, Dutchess, Greene, Kings (Brooklyn), Nassau, New York (Manhattan), Orange, Putnam, Queens, Richmond (Staten Island), Rockland, Suffolk, Sullivan, Sullivan, Ulster, Westchester. The services for the CM Term Agreement may include, but not limited to, site logistics management; construction document review; project scope risk analysis and mitigation; existing documentation and exploratory work as related to mitigate risk associated with hidden conditions; CMP scheduling; review and recommend project bid package structure; bid market outreach; review estimates and assess and reconcile pre-construction budgets; provide value engineering items; consider, negotiate and manage Project Labor Agreements (PLAs); assist bid reviews and General Contractor (GC) qualifications; Minority- and Woman-owned Business Enterprise (MWBE) / Equal Employment Opportunities (EEO) outreach, plan development, utilization, monitoring and compliance; construction phase administration, coordination, monitoring and inspection of the work; augment existing project staff; assist in change order and claim review and negotiations; review of construction payments; set up and implement project procedures manual; LEED and / or indoor air quality management; Stormwater Pollution Prevention Plan monitoring; submittal management; implement and manage construction phase testing; safety awareness and inspections; jobsite security guidance; commissioning coordination; project closeout management; end user relocations; and Campus Furniture, Fixtures and Equipment (FFE) coordination and occupancy plan. CMs must be willing to support negotiation of and execute a project labor agreement if such an agreement is deemed appropriate for a given project, in the sole opinion of the Fund. Submissions should emphasize the CM’s significant past experience in providing specifically defined and varied construction management services for small to medium sized projects, on an as needed basis, for public institutions and institutional clients in a complete, effective and expeditious manner. CMs must submit a maximum hourly rate that will not be exceeded for the life of the contract for any assignment. The Fund anticipates awarding three Construction Manager Term Agreements in the South Region. Each Term Agreement will have a $7.5 Million maximum fee per awardee over the life of the three-year contract with a maximum of $2.5 Million per individual assignment. NOTE: For CMs interested in submitting an SOQ for more than one region, you must submit a separate SOQ in response to the Request for Qualifications (RFQ) for each region. Only one SOQ submission should be submitted per region.
