Sealed bids for will be received by Tug Hill Artisan Roasters at 7514 S. State St., Lowville, NY. 13367 (mailing address) until 10:00 AM, Friday, April 26, 2024. Bids will be opened immediately after time of final receipt.

Prospective bidders must obtain a set of bid documents from the designated web portal, www.nyplanroom.com . Ordering from this web portal automatically places the prospective bidder on the plan holders’ list, and thus eligible to bid the project. This designated web portal will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a bid for the project. All official notifications, addenda, and other bidding documents will be offered only through the designated web portal with notifications to registered bidders. As such, bidders who obtain documents from other sources such as exchange plan rooms will not qualify as bidders. Neither the Owner, Construction Manager, Architect/Engineer, nor Dataflow Inc will be responsible for bidding documents, including addenda, if any, that are obtained from sources other than the designated web portal. Attention of the Bidders is particularly called to the requirements of the following conditions of employment to be observed:

  • New York State Executive Order, Article 9, Section 230-239 (Withholding of Payments from Contractors)
  • New York State Executive Law, Article 15-A and 5 NYCRR Parts 142-144 (MWBE Regulations) The following goals for M/WBE Utilization and Workforce Participation (EEO) have been established for this project:

M/WBE Utilization Goal (as a minimum % of total $ value of work):

  • 30% Combined MBE/WBE
  • NYS Certified MWBE businesses are strongly encouraged to participate in this project.

Bids shall be prepared as set forth in the “Instructions to Bidders”, enclosed in a sealed envelope bearing on its face the name and address of the Bidder, date and time bid is due, and the title Porch Reconstruction Prime Contract.

Each Bidder shall deposit with its Bid, security in the amount of five percent (5%) of the Base Bid in the form and subject to the conditions provided in the “Instructions to Bidders”.

No Bidder may withdraw its Bid within 45 days after the actual date of the opening thereof.

The Tug Hill Artisan Roasters reserves the right to waive any informalities and irregularities in or reject any or all Bids.
