DESCRIPTION OF WORK AND SPECIFICATIONS
McHenry County seeks qualified bidders to provide and deliver Paper Products and Cleaning
Chemicals to the jail, subject to continuing need and availability of funds. This is a multi-year contract;
Year 1 from 12/1/23-11/30/24, Year 2 from 12/1/24-11/30/25, Year 3, optional, from 12/1/25-11/30/26
and Year 4, optional, from 12/1/26-11/30/27. Items may be added or removed to this contract, as needed.
Bid on the list below; equivalent items may be offered. If a bidder offers an alternate item for
consideration, the bidder must include complete specification along with a picture of the product,
name the brand and demonstrate that the alternate item is equal.
If a vendor submits a bid for a different brand, make, model, etc. of the items listed below, then the
bid submitted must list the brand name and manufacturer’s item number. The item(s) submitted must
match the below listed items manufacturer’s specifications exactly; weight, density, size, quantities, color,
absorbency, case pack, etc. The County reserves the right to reject any alternate item which it determines
is not equally suitable for the specified purpose. The burden of proof is on the bidder.
Products listed below include an estimated annual quantity only. Quantities are not guaranteed for
this bid. Items will be ordered on an as-needed basis. Items may be added or removed throughout the term
of this contract.

Sample Requirements:
Samples must be submitted and arrive no later than 2:00PM CST, October 10, 2023.
Samples must be clearly marked “Bid 24-6604 samples for: XYZ COMPANY”.
Samples may be submitted either by mail or dropped off in person between the hours of 8:00AM-3:00PM
CST, M-F.

Samples will not be returned to bidder.
If samples do not arrive by the deadline of 2:00PM CST, October 10, 2023, the County
reserves the right to reject bid.
ALL BIDDERS (regardless of whether we have done business with you previously or are doing business

1. Clear coreless roll bags, 40”x48”, 22mic, no twist ties allowed – 1 bag minimum
2. Clear coreless roll bags 24 X 33 8mic, no twist ties allowed 1 bag minimum
3. Red Bio Bag, 40" X 46", 1.2ml (Mfg. Jaguar or equivalent) 1 bag minimum
4. Red Bio Bag, 30” x 36”, 1.2ml (Mfg. Jaguar or equivalent) – 1 bag minimum
5. Red Bio Bag, 24 X 23, 1.2ml (Mfg. Jaguar or equivalent) 1 bag minimum
6. Red, non-sequential numbered plastic tamper-proof seals - 1 each minimum
7. Rough Floor Mop (Mfg. Rubbermaid or equivalent)
- 1 each minimum
8. Spray trigger for quart bottles, no metal springs allowed - 1 each minimum
9. Toilet paper, 2-ply, 150 ft/roll, 4.3” x 3.6” sheet (5022) – 1 roll minimum
10. Toilet paper, 2-ply, 12” diameter, Jumbo roll, 3.54” x 2000ft., 3.3” ID core (2212) - 1 roll minimum
11. Paper towel, white wipers, ¼ fold, 12” x 13” (R940) 1 pack minimum
12. Paper towel, multi-fold, 9.5” x 9.25”(548T) – 1 pack minimum

DELIVERY REQUIREMENTS:
Bidder must guarantee delivery within 10 business days of order placement.
Products MUST be palletized & shrink-wrapped, when appropriate
Pallets may NOT EXCEED the following: 48”x40” and stacked NO HIGHER than 68”
(including pallet)
NO LOOSE products will be accepted, unless prior arrangements have been made with Jail
Staff
All deliveries must be off-loaded at the dock
ADDITIONAL REQUIREMENTS:
The McHenry County Correctional Facility must comply with all ACA policies concerning inmates use of
products listed below.

Bidder accepts the terms and conditions of the bid. This Bid will remain subject to acceptance for 120 days after the
Bid opening. The County reserves the right to accept or decline options to determine the low bidder(s) and award
based on the costs that are in the best interest of the County.
