1. Introduction
1.1. Summary
The City of Phoenix, Aviation Department (AVN) invites sealed offers from qualified Offeror(s) to
supply and install preformed thermoplastic pavement marking materials on an “as-needed” basis for
a two (2)-year contract term with three (3) one-year options to extend, beginning on or about June 1,
2024, in accordance with the specifications and provisions contained herein. or the “Effective Date”
which is upon award by City Council, conditioned upon signature and recording by the City Clerk’s
department, as required by the Phoenix City Code, whichever is later.
1.2. Background
A. Minimum Qualification Requirement: This solicitation has minimum qualification
requirements, please see Section 2, paragraph 2.2 for detailed requirements. All Offerors
must satisfy all the minimum qualifications outlined in order for the submitted offer to be
considered responsive.
B. Security Requirements: The Aviation Department is a 24-hours a day, 7days a week, 365
days a year operation and subject to Federal Aviation Administration (FAA) Security
mandates. The Contractor and its employees will be required to work and operate a motor
vehicle within the secured areas of the Airport. All staff working under this Contract must pass
a Security Threat Assessment and Criminal Background Check as well as take the Airfield
Driving Training Program and pass an interactive test to obtain the Airfield Driving permit
endorsement on their security badge.

C. Services under this Contract shall be performed on a 24-hour, 7-days a week basis if deemed
necessary by the Aviation Department Representative (ADR).
D. The pavement marking materials and accessories must fully comply with the Federal
Aviation Administration (FAA) 14 CFR Part 139.

F. Notwithstanding the foregoing, this Agreement will terminate upon the earliest occurrence: by
reaching the end of the term including any extensions exercised, or termination pursuant to
the provisions of this Agreement.
2.2. Minimum Qualifications
The qualified and responsive Offeror must meet all minimum qualifications listed below. Should an
Offeror fail to meet one of the minimum qualifications identified, the offer will be disqualified as non-
responsive.
A. BUSINESS EXPERIENCE: Offeror must have been in operation a minimum of three (3) years
within the last seven (7) years. The Offeror’s normal business activity during this time will have
been successfully installing preformed thermoplastic pavement marking materials, preferably
on airport runways and taxiways. The Offeror must provide information detailing this business
experience in Exhibit A – Required Submittal Documents of this solicitation. The
information to be provided is to include the following at a minimum:
1. Number of years of experience.
2. Three (3) current/past contracts/projects including contract/project duration.
3. Brief scope of services provided for each contract/project.
