I. RFP PROCESS
A. Introduction
The City of Phoenix (City) Community and Economic Development Department
(CEDD), on behalf of the Phoenix Business and Workforce Development Board
(Board), seeks one or more experienced consultants to provide Workforce Board
Consulting Services. Results for each focus area must be documented in a clear,
comprehensive, and easily executable plan to guide the Board’s governance
model, initiatives, and implementation strategies and maintain compliance with the
Workforce Innovation & Opportunity Act (WIOA) regulations.
B. Minimum Qualifications
Each proposer must designate a primary consultant in its proposal and each
primary consultant must have 5 years’ experience providing consulting services for
the board of a private company, non-profit company, or government agency.
Each proposer must certify it is not presently debarred, suspended, proposed for
debarment, declared ineligible, or voluntarily excluded by any federal department
or agency on Attachment C.
Each proposer must demonstrate in its proposal that it meets the minimum
qualifications, or its proposal will be disqualified as non-responsive.
C. Agreement Term and Contractual Relationship
The initial agreement term will be 1 year with 4 one-year renewal options, to be
exercised at the sole discretion of the City.
Proposers are responsible for reading the draft agreement (Attachment E) and
submitting any questions about it in accordance with the process listed in
Section I (E). By submitting a proposal, each proposer agrees it will be bound by
the agreement, which may be modified by the City before it is signed by the
recommended proposer.
D. Pre-Proposal Meeting
Proposers are strongly encouraged to attend the pre-proposal meeting at the date
and time listed on page 1 via the Microsoft Teams conference call. The purpose of
this meeting is to review this RFP and respond to proposer questions. Please email
procurement.request.ced@phoenix.gov to register for this meeting.

E. Proposer Questions and Notification
Proposers are advised to read this RFP in its entirety. Failure to read and/or
understand any portion of this RFP shall not be cause for waiver of any portion of
the RFP or subsequent agreement.
All questions about this RFP must be submitted in writing no later than the deadline
listed on page one to procurement.request.ced@phoenix.gov. Please list the name
of this RFP in the subject line when submitting questions. All written questions
received by the deadline will be responded to in a written addendum and posted
on the RFP Webpage.
F. Changes to the RFP
Changes to this RFP will be issued as a written addendum and posted on the RFP
Webpage. The City shall not be responsible for any oral instructions given by any
City employee, consultant, or official regarding RFP specifications, instructions, or
documents.
Although registered pre-proposal meeting attendees and potential proposers who
request such notification in writing, will be notified by email when documents related
to this RFP are available on the RFP Webpage, proposers are responsible for
obtaining all information posted on the website.
II. SCOPE OF WORK
A. Background
The Board is a local workforce development board established by federal law in
WIOA Section 107. The Board, in partnership with the chief elected official (here,
the City of Phoenix Mayor), is an assembly of 25 individuals representing local
businesses, education, community-based organizations, and WIOA title partners
working to address and solve workforce and economic development issues in the
Greater Phoenix community by actively engage the local workforce development
system and stakeholders. The Board’s functions are delineated in that same
section and in Title 20, Code of Federal Regulations (CFR) §679.370. More

of 2007
B. Scope of Work Focus Areas
The City is seeking Workforce Board Consulting Services in the following Focus
Areas. Proposers may propose on Focus Area #1, Focus Area #2, or both Focus
Areas as described below.
1. Local Workforce Development Plan (Local Plan) Services (Focus Area #1)
The successful proposer for Focus Area #1 will be responsible for conducting
the following activities related to the development of the 2024-28 Local Plan and
2026 Local Plan Update. The successful proposer will work with the Board,
Mayor, City Council designees, and key City staff to articulate a clear Local Plan.
The 2026 Local Plan Update will maintain the foundation provided by the 2024-
28 Board Local Plan and reference changes to the workforce landscape and
any need to refine approaches but will not entail a total re-creation of the Local
Plan.
a. Communication
1) Ensure the availability of the successful proposer’s project team working
with City staff.
2) Engage with Board members, and other stakeholders in a consistent
and proactive manner.
3) Deliver clear, concise communication and documentation that clarifies
and simplifies the Board’s direction, ensuring the development of a
comprehensive, easily executable plan.
4) Establish a regular schedule of communication with City staff not less
than twice a month to include successful proposer’s preliminary findings
and proposed actions.
5) Emphasize clear language that allows broad input and collaborative
approaches in designing the Local Plan.
b. Facilitation
1) Perform the role of facilitator: Connect Board members, City staff,
stakeholders, and Phoenix residents to achieve shared progress;
supporting the City as a strategic convener to promote and broker
effective relationships among the Phoenix Mayor, Board members, and
City staff, as well as economic, educational, and workforce partners.
