I. SCOPE OF SOLICITATION
Clemson University in Clemson, South Carolina is accepting proposals from Control System
Integration Offerors to establish an annual contract for wastewater treatment control system
integration services. The anticipated contract start date is March 2024.
The University needs sufficient information to determine that the awarded Offeror is
adequately staffed and can provide the annual professional services required to support a
range of control system integration services. Qualified Offerors must have broad expertise in
the design, integration, and installation of Supervisory Control and Data Acquisition (SCADA)
system-related equipment and shall have a demonstrated capacity to implement replacement
SCADA systems in the municipal wastewater collection and treatment industries.
No minimum or maximum amount of work is guaranteed for the awarded Offeror. All work will
be reviewed and procured on an as-needed basis via Work Authorization approvals by Clemson
University.

This contract will be awarded to one (1) Offeror. An award will be made to one Offeror with
the highest ranked responsive and responsible offer in the form of a service contract to
complete the work described herein. All work will be reviewed and procured on an as-needed
basis via Work Authorization approvals by Clemson University.
II. INSTRUCTIONS TO OFFERORS

Regardless of specific requirements below or in this document, Offerors are required to submit
their proposal electronically through the Clemson University online bidding system. To do so
you must login (registering first) at https://clemson.ionwave.net/Login.aspx and follow specific
instructions for this solicitation. You should register several days in advance of the bid closing
date so you can be approved and login in time to submit a response and participate in any
activities noted in the bid event.
Be sure to follow all proposal submission instructions. Failure to submit any of the required
documentation may deem your proposal as non-responsive.
Supplier Registration: If you are not currently an ACTIVE supplier in Clemson University’s
buyWays system and you are awarded a bid, you agree to complete your new supplier
registration within three business days of receiving an email invitation to register. Registration
will require you to provide information about your company and to receive electronic payment
through the use of PayMode, except that international suppliers will be paid through wire

Non Mandatory Pre-Bid Conference: All Offerors can choose to attend a site visit. Site visits
must be completed before the expiration of the deadline for questions. You are not required to
attend a site visit to participate in this bid event. For more information or to schedule your site
visit, please call Mr. Billy Bolger @ C: 864.499.1093. No site visits will be offered after Tuesday,
March 26th 2024.
III. INFORMATION FOR OFFERORS TO SUBMIT
In addition to information requested elsewhere in this solicitation, Offerors must submit the
following information for purposes of evaluation:
Technical Proposal: A technical proposal shall be provided including at least the following
information in the order as described:
1. Tab A – Offeror Identification: An Offeror is defined as the Controls Systems Integrator
that will perform work equal to the total design contract dollar value. Include the
following information of the Offeror:
a. Corporate ownership and history.
b. Affiliates and subsidiaries.
c. Operating philosophy.
d. Principal business office and local office locations near Clemson, SC. Include
contact phone numbers for each office listed.
e. Location of the fabrication/testing facility that would be used for Clemson
projects.

f. Ranges of services, capabilities, and strengths of the Offeror.
g. Certifications and licenses (where applicable).
h. Number of years the Offeror has successfully provided:
i. Schneider Electric Wonderware SCADA systems.
ii. Rockwell Automation ControlLogix, CompactLogix, and MicroLogix PLCs.
2. Tab B - Experience of Offeror on Similar Projects: Describe the relevant past experience
of the Offeror on two (2) relevant projects of similar size and scope within the last five
(5) years.
For each project experience sheet, the Offeror shall provide the following information:
a. Project description, including description of control technology.
b. Project start and end dates.
c. List of services.
d. Dollar value of each contract both for design and construction.
e. Description of the major roles and responsibilities of the Offeror.
f. Indicate the people who worked on the project that will be assigned to this
project.
g. Comparison of the project’s final budget and schedule with the initial budget and
schedule - explain negative variances (i.e., exceeded budget or schedule).
h. Specific details that indicate where the Offeror’s approach saved either cost or
time for the client.
i. Manufacturers of principal components, including SCADA software platform,
SCADA computer hardware, and PLC hardware.
3. Tab C – Key Staff Qualifications, Experiences, Location and Availability: Provide an
overall services organization chart for the Integration Services Annual Contract. The
Offeror shall identify the roles/positions/responsibilities of each proposed team
member. The Offeror’s organization chart shall include:
a. Client Services Manager, Services Coordinator/Contract Manager, Project
Manager(s), Subject Matter Expert(s), QA/QC Manager(s), Lead Design
Engineer(s), Programmer(s), and Technician(s) for each discipline.
b. Provide a table to show all key members of the project team, their degree,
professional registrations, years of experience, levels of responsibility,
availability, and location.
c. This table shall also include two representative projects for each key member,
their roles and responsibilities, control technology expertise (including Rockwell
Automation ControlLogix, Schneider Electric Wonderware InTouch and System
Platform) including documentation of any applicable manufacturers’ training and
certifications.

4. Tab E – Organizational Management: Describe how the Offeror will select the team
members for different types of task order assignments, as well as how the Offeror will
coordinate the design team and how the design team will work and interact with
Clemson University. Specifically, address issues such as schedule management, cost
control, scope management, and communications.
5. Tab F – Resumes of Individuals: Provide resumes (two pages maximum) of the Client
Services Manager, Services Coordinator/Contract Manager, Project Managers, Subject
Matter Experts, and other key personnel, describing their qualifications and experience.
The resumes shall include education, registrations/certifications, professional
affiliations, and the time of employment. Resumes shall also include the address of the
office where the individual is based, as well as a photo of the individual.
Pricing Proposal:
1. Example Task Order Quotation: A sample task order has been developed and included
in this solicitation. This quotation will be used for the evaluation of cost. Please refer to
“183773352 Attachment A-UV Disinfection System Replacement.pdf”. As part of the
evaluation, all Offerors must complete a quotation of the example task order by
providing the following:
Summarize and describe your understanding of the example task order.
Identify the key problems and technical issues to be anticipated, prevented
and/or managed.
Identify stakeholders affected by this problem.
Indicate the proposed solution and list key benefits.
Provide technical approach to show your value to the University. The example
shall include use of Rockwell Automation application software and Wonderware
HMI operator display(s) developed for control and monitoring of the process and
support documentation associated with display development.
Provide an overall cost to complete the task order.
Cost must be all inclusive to include any travel, lodging, and other expenses.
Markups for Offeror supplied material must be included.
Hourly rates shall include all ancillary costs including permit fees, travel,
consumable materials, tools, equipment rental, disposal, etc. per 106241120
Attachment B Fee Schedule Worksheet.xls.
Invoicing for services shall follow the fee worksheet, or 183773352 Attachment B
Fee Schedule Worksheet.xls and shall be all inclusive of ancillary costs.
All services shall be executed in accordance with Clemson University standards,
and engineering drawing & specifications developed for each specific project
task order.
2. Fee schedule “183773352 Attachment B – Fee Schedule Worksheet.xls” must be
attached and must meet the following requirements:
Cost must be all inclusive to include any travel, lodging, and other expenses.

All line items must be populated. If “Other” is used in the worksheet, a description
must be provided by the Offeror.
Hourly rates shall include all ancillary costs including permit fees, travel, consumable
materials, tools, equipment rental, disposal, etc.
This information will not be used in the evaluation of cost but will be part of any
resulting contract.
In addition to the technical and pricing proposal, all Offerors must comply with the following:
1. The successful Offeror shall provide satisfactory evidence of all required insurance
coverage and licenses prior to performance.
2. All Offerors must submit their pricing for all items into the online bid event.
3. Questions shall be submitted, in writing, to Sam Young at scy@clemson.edu by date and
time listed in the online bid event. Answers will be submitted in an addendum to this
bid. All Offerors are charged with a duty to inquire. By submitting an Offer, the Offeror
represents that submitter has read and understood the Solicitation and that the Offer is
made in compliance with the Solicitation. Offerors are expected to examine the
Solicitation thoroughly and should request an explanation of any ambiguities,
discrepancies, errors, omissions or conflicting statements in the Solicitation. Failure to
do so will be at the Offeror’s risk.
IV. MINIMUM REQUIREMENTS
For standardization and quality purposes, the following criteria must be met by the Offeror,
without any exceptions. The Offeror must include in the proposal any exceptions to these
minimum requirements:
1. Offeror shall at a minimum be listed by Schneider Electric as a Wonderware Certified
Systems Integrator Partner well experienced with Wonderware software and databases.
2. Offeror shall have a minimum of five years of experience in the design, construction,
installation, and successful startup of Programmable Logic Controller (PLC)-based SCADA
systems of comparable size, type, and complexity to the proposed projects described
under Section III, Tab B. At least two of the SCADA system installations (preferably for
water/wastewater applications) shall utilize Rockwell Automation (Allen-Bradley)
CompactLogix or ControlLogix PLCs. At least two of the SCADA system installations
(preferably for water/wastewater applications) shall utilize Schneider Electric
Wonderware SCADA software.
3. Offeror shall have been in business a minimum of five years and operating under the
same company name with a minimum of four full-time technical staff (design engineers,
service engineers, and technicians) specifically trained and qualified for design and
support of SCADA systems, water/wastewater control systems, and instrumentation.
4. Offeror shall employ design engineers, service engineers, and technicians for the work
on the University’s system who have a minimum of five years of work experience or a 2-
year associate degree.
